LINKAGES is a USAID-funded project managed by FHI 360 aimed at accelerating the Thai HIV/AIDS response to recruit, reach, test, treat and retain populations in HIV prevention, care, and treatment services. The project will focus primarily on members of key populations (KPs) at highest risk for becoming infected with or transmitting HIV, including men who have sex with men (MSM) and transgender (TG) women, people who inject drugs (PWID) and female sex workers (FSW).
Job Summary / Responsibilities:
The Senior Technical Officer - Treatment and Adherence (T & A STO) position provides responsive and high-quality technical leadership, manages technical assistance, and ensures the quality of HIV/AIDS care and treatment services targeting people living with HIV (PLHIV), and most particularly HIV-positive members of key populations (men who have sex with men, transgender and people who inject drugs), under the LINKAGES Thailand project. The T&A STO will work collaboratively with the key stakeholders to design, implement and monitor programmatic interventions promoting and delivering HIV care services (including initiation of, retention in and adherence to antiretroviral therapy) across multiple community-based and non-governmental implementing partners and sites/provinces in Thailand.
KEY RESPONSIBILITIES:
-Provide technical inputs for the design, implementation and monitoring of HIV care and treatment interventions targeting KPs at both the community and facility levels, in close collaboration with LINKAGES Thailand staff and consistent with LINKAGES Thailand and LINKAGES Global strategies and up-to-date technical approaches.
-Work with program and finance teams and local stakeholders to develop annual work plans for delivering HIV care and treatment services, consistent with the above-described programmatic and strategic design and with the primary goal of high ART initiation and adherence among HIV-positive KPs.
-Work with LINKAGES Thailand project officers to provide day-to-day technical management of project-supported HIV care and treatment services (particularly clinical service delivery) across all partners and project sites. This includes building capacity of local implementing partners to provide high-quality HIV clinical care and treatment services according to Government of Thailand guidelines and recognized global standards and best practices.
-Provide technical assistance to build and support an extended network of public and private service delivery partners for HIV-related clinical services across LINKAGES project sites. This includes establishing minimum standards relating to quality service provision; identifying, recruiting and monitoring network members; and providing technical assistance as needed to strengthen service delivery through these network members.
-Work with the Behavior Change Communications team to ensure that any communication tools, materials and/or content developed in support of treatment initiation and adherence is technically accurate, consistent with Thai government regulations and based on latest available information and technical approaches.
-Work with Strategic Information team to monitor and evaluate the progress and impact of care and treatment interventions targeting KPs and to design and implement corrective actions where interventions and strategies do not deliver the anticipated outcomes.
-Contribute to regular quarterly and annual reporting.
-Work with Program Officers to document project results and impacts in various forms, including academic articles, media stories, lessons learned, case studies, client satisfaction, etc.
CONTRIBUTIONS:
-Establishes good working relationships and collaborative arrangements with community partners, donors, governments, and other organizations to help achieve the goals of the organization and the project.
-Builds relationships with non-affiliaited public and private-sector treatment, care and support service organizations.
-Interacts with national government, non-government organizations and international donor agencies to ensure the development of quality HIV/AIDS intervention and research programs.
-Represents FHI 360 and makes presentations at professional meetings and conferences.
-Communicates with stakeholders to keep them informed of the work of the organization and identifies changes required to ensure high quality programming.
-Liaises with in-country GFATM/WHO/UNAIDS/ UNICEF/ UNDP and other relevant agencies to share information and to stimulate joint design and implementation of country level interventions.
-Provides regular technical mentorship and capacity building to program staff, implementing agencies, government agencies, other organizations with particular emphasis on strengthening the HIV clinical care and treatment services for members of key populations.
-Program planning and administration: ensures that the programs and services offered by the organization contribute to the organization's mission and reflect the priorities of the program.
-Collaborates with other FHI 360 Senior Technical Officers to develop mutually reinforcing comprehensive interventions that complement FHI’s regional and global strategies.
-Markets FHI 360 capabilities and prepare proposals for funding. Performs other related duties as assigned.
-Develops reports, presentations, publications and other materials to a high technical standard.
-Provides input into the development and maintenance of the LINKAGES Thailand program management systems and tools.
-Contributes to the annual work planning and budgeting processes.
-Liaises with and supports partners working on PWID activities.
-Ensures application of FHI 360 policies and procedures to LINKAGES Thailand activities.
TYPE AND NATURE OF CONTACTS:
-Routine coordination with FHI 360 employees and consultants, on-site and in the field and resolve problem situations with tact.
-Represent, as assigned, selected LINKAGES Thailand activities and other organizations including donors, and international and local partners.
-Interact with implementing partners, and FHI 360 colleagues working on LINAKGES Thailand.
SUPERVISORY AND BUDGET RESPONSIBILITY
-Supervision to technical/project officer under Care Support and Treatment area.
Qualifications:
-Comfortable working with minimal supervision, and ability to manage high volume work flow.
-Sensitive to cultural differences and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection.
-Knowledge of HIV/AIDS, harm reduction, reproductive health, family planning, public health, international development, and/or social science research with a strong focus on HIV clinical care and treatment.
-Financial management, research, report writing and/or analyses.
-Written and verbal communication skills, and editing skills.
-Relevant language skills preferred.
-Relevant computer software skills.
-Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
-Usual office working conditions; ability to travel domestically at least 25%.
EDUCATION/EXPERIENCE:
-MD and BS/BA or MS/MA in public health or related field, and 3 - 5 years relevant experience with international development programs and field experience especially in the field of HIV/AIDS. Must have prior experience planning, implementing and monitoring HIV programs targeting key population including people who inject drugs.
