1. ORGANIZATIONAL CONTEXT AND SCOPE: 

Established in 1951, IOM as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.

Under the Protection and Border Governance Unit (PBGU), the International Organization for Migration (IOM) Thailand is implementing a project funded by the Government of Australia and aimed at countering trafficking in persons (TIP), smuggling of migrants (SOM), and irregular migration facilitated by transnational organized crime networks, with a particular focus on movements transiting through Thailand. The project contributes to Australia’s broader Operation Sovereign Borders (OSB) strategy by strengthening prevention and deterrence through targeted communications and awareness-raising interventions.

Thailand’s role as a regional migration hub creates both opportunities for regular labour mobility and vulnerabilities that are exploited by criminal syndicates involved in SOM and TIP. Migrants with limited access to accurate information are particularly at risk of exploitation, abuse, debt bondage, and onward movement facilitated by smugglers. Preventive communication and targeted awareness campaigns are therefore critical to complement border screening, enforcement, and protection responses. 

Within this context, IOM will design and implement a targeted communications campaign focusing on key border and transit locations, including Tak, Ranong, and Songkhla provinces, as well as Bangkok’s Suvarnabhumi International Airport (BKK). The campaign will aim to counter misinformation spread by smugglers, raise awareness of the risks and consequences of irregular migration, and promote safe migration pathways and available protection mechanisms. The Consultant will assist in the implementation and documentation of these communications and outreach activities in close coordination with IOM and relevant national stakeholders.

 

Objectives: 

The overall objective of this consultancy is to support IOM Thailand in the design and delivery of an evidence-informed, culturally appropriate communications campaign that contributes to the prevention of smuggling of migrants and trafficking in persons in Thailand, in line with the objectives of the Australia-funded project. The consultancy will strengthen the effectiveness, reach, and quality of information, education and communication (IEC) materials and outreach activities targeting migrants, fishers, and other at-risk groups, while ensuring alignment with IOM standards, protection principles, and donor requirements.

 

Specific Objectives: 

To support the drafting, preparation and adaptation of IEC materials that deliver clear, accessible, and context-specific messages on safe migration, risks of SOM and TIP, and available protection and reporting channels.

To support the planning and implementation of community outreach, awareness-raising, and public communications activities targeting migrants and at-risk communities in Thailand's Tak, Ranong, and Songkhla provinces and BKK international airport in Bangkok.

To support documentation, monitoring, and reporting of campaign activities and results, including pre- and post-engagement feedback where applicable.

To support the preparation of concise monthly project updates for internal reporting purposes and for submission to the donor, in coordination with the IOM Thailand mission.

 

Organizational Department / Unit to which the Consultant is contributing: 

The Consultant will contribute to the work of IOM Thailand’s Protection and Border Governance Unit (PBGU) and will work under the direct supervision of the Head of Unit or a designated Project Associate.

 

2. RESPONSIBILITIES AND ACCOUNTABILITIES

Under the overall guidance of IOM, the Category A Consultant will undertake the following tasks:

  1. Support the drafting and preparation of IEC materials, including key messages, visual concepts, and content adapted for different platforms and audiences, in coordination with IOM and relevant partners. 
  2. Support the organization and implementation of community outreach and awareness-raising activities in targeted provinces and hotspots, including logistical coordination with local stakeholders and community mobilizers as required.
  3. Support public communications activities, including drafting inputs to public service announcements and dissemination through appropriate media and digital platforms, in coordination with national counterparts including the Thai Immigration Bureau (TIB), the Airports Authority of Thailand (AOT) and the National Broadcasting and Telecommunication Commission of Thailand (NBTC).   
  4. Support basic monitoring and documentation of campaign activities, including compiling feedback, short narrative summaries, human-interest stories, or other agreed outputs based on coordination and guidance with the team. 
  5. Review relevant project documentation, existing research, and IOM guidance related to safe migration, counter-trafficking, and counter-smuggling communications to support outreach and communication activities. 
  6. Apply protection mainstreaming principles, including gender equality, social inclusion, survivor-centred and rights-based approaches, in all outputs.
  7. Perform other related duties as assigned.

 

Deliverables

The consultant will undertake the responsibilities above in support of the project’s key deliverables:

  • 1 set of IEC materials and branded products are developed and translated in 5 languages
  • 12 outreach events for potential irregular immigrants are conducted in Tak, Ranong and Songkhla
  • 300 migrants at border areas are reached through small scale safe migration meetings and discussions
  • Public service announcements are broadcast in Bangkok
  • 3 new humaninterest stories and 1 short video are produced, documenting key lessons learned from community outreach and public awareness activities 

 

Performance indicators for the evaluation of results

  • Satisfactory completion of all tasks listed above;
  • Timely submission of all key deliverables listed above;
  • Adherence to IOM Brand Guidelines and other visibility requirements;
  • Quality of final products. 

 

3. REQUIRED QUALIFICATION AND EXPERIENCE

Education:

  • High school diploma with five years of relevant professional experience; or,
  • Bachelor’s degree in communications, journalism, social sciences, international development, migration studies, or a related field from an accredited academic institution with three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

Experience:

  • Experience in communications, international development, awareness-raising, or related fields, preferably in migration, counter-trafficking, or protection contexts. 
  • Demonstrated experience supporting the preparation of IEC materials or communications campaigns for diverse audiences. 
  • Experience working with migrants, vulnerable populations, or community-based initiatives is an asset. 
  • Experience working with international organizations, UN agencies, or donor-funded projects is an advantage. 
  • Experience working with the Thai Government or other Southeast Asian countries is an advantage. 

 

Skills:

  • Strong writing and communication skills.  
  • Ability to present technical information into clear, accessible manner.  
  • Demonstrated sensitivity to gender, culture, and protection considerations.  
  • Ability to work effective as part of a team and deliver quality outputs within agreed timelines.  

 

4. Languages:

  • Fluency in Thai and English (oral and written) is required.

 

5. Travel required

Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will be entitled to a Daily Subsistence Allowance (DSA) at IOM’s established rates during their temporary duty (TDY) at the designated duty station.
