Monitoring and Evaluation Specialist
Overview
Abt Associates seeks a Monitoring and Evaluation Specialist for the USAID Clean Power Asia activity in Bangkok, Thailand. The Monitoring and Evaluation Specialist will be responsible for developing indicator definition sheet, managing the Monitoring and Evaluation Plan, and implementing all data collection and management activities. S/he will collect, validate and analyze project data, preparing reports for internal and external use.
Monitoring and evaluation responsibilities include performance monitoring support, related assessments and research, and capacity strengthening for partner organizations in monitoring and evaluation, data analysis and use. S/he will report to the Deputy Chief of Party.
Candidates must have experience with project monitoring and evaluation management. Experience working with a USAID project preferred. Candidates must have demonstrated strong organizational skills and resourcefulness, as well as completely fluent spoken and written English.
Key responsibilities
Oversee all monitoring and evaluation activities, including some evaluations that will employ rigorous methods (random assignment, quasi-experimental, regression-based methods) that will require primary data collection through surveys
Develop project indicator definition sheet
Implement and continuously update the project’s monitoring and evaluation plan. This includes establishing baseline measures and periodic data collection using a variety of methods to report on results, inputs, outputs and assumptions of the project
Develop a plan to verify data quality using participatory data collection methods and other data quality verification techniques
Assist in the design of the Performance Management Plan to guide activity monitoring and update the PMP as and when necessary
Supervise all data collection, entries and analyses. Provide guidance to project staff and partners on data collection methodologies, tools, and techniques
Conduct analyses and syntheses of key data and indicators
Design and ensure quality development and production of all reports conveying data
Assist in the production of evaluation reports and any assessments
Supervise any sub-awardees or grantees who are collecting M&E data
Provide data to USAID and answer their questions on an as-needed basis. Ensure that monitoring data are entered into USAID’s reporting system
Provide feedback to the project technical leadership teams on project results and best practices in monitoring and usage of data collection tools
Assist the staff to prepare all kinds of reports (quarterly reports, annual reports, annual work plan, etc.)

Skills/Knowledge Required
Masters degree in economics, business administration, data analysis or related field
Ten years of progressively responsible work experience managing M&E systems for development projects, preferably for USAID projects and/or for clean energy projects
Skill in organizing resources and establishing priorities.
Strong oral, written and presentation skills in English.
Ability to gather data, compile information and prepare reports.
Strong computer skills (MS Word, graphic programs and MS Excel spread sheets)
Experience designing Monitoring and Evaluation Plans for USAID projects in Thailand preferred, including Results Frameworks, Performance Indicators Tables, and Data Quality Assessment Plans
Experience managing data collection for a multi-country project highly preferred
