Background/IRC Summary:
The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC teams provide health care, infrastructure, learning and economic support to people in 40 countries, with special programs designed for women and children. Building local capacity and self-sufficiency and promoting human rights, participation and accountability are at the core of all of IRC innovative programs.
The IRC started working in Thailand in 1976 in response to the influx of refugees from Vietnam, Laos and Cambodia. Today, IRC serves people uprooted from Myanmar, also known as Burma, who began crossing into Thailand in 1984. The IRC is aiding nearly 140,000 refugees in nine camps along the Thailand-Myanmar border, providing drinking water and food as well health care, sanitation, protection for children and abused women, and legal assistance and resettlement processing.
The IRC has supported the provision of health services, and the development of a skilled and trained health workforce, in refugee camps and ethnic community clinics in Thailand along the Myanmar border for over 20 years. There are currently hundreds of trained and skilled health personnel working with community-based organizations and non-government organizations to provide health services to Myanmar people in refugee camps and clinics in Thailand and hard to reach Ethnic control areas in Myanmar.
Job Overview/Summary: This position will be based in Mae Sot and will work closely with Mae Tao Clinic (MTC) to strengthen the referral of patients and directly advocate with hospitals in Myanmar and Thailand side of the border such as Myawaddy and Mae Sot hospitals. The position needs to train Social Action for Women (SAW) and MTC social workers about hospital systems to increase the accessibility and also need to advocate the hospitals to provide as much as free services to patients especially for elderly and mothers and children.
Major Responsibilities:
- Set up formal cross border referral mechanism among Myawaddy Hospital, Mae Tao Clinic and Mae Sot hospital
- Build the capacity of MTC and SAW staff related to patient referral mechanism including cross border referrals
- Facilitate day to day referral of patients to either Myawaddy hospital or Mae Sot Hospital according to protocol and policies developed by the MTC and ethnic health organizations
- Review the status of referral cases regularly and provide feedback to the MTC management team.
- If necessary, assume advocate role on the patient's behalf and directly advocate the hospital and facilitate referrals.
- Assist MTC and SAW staff in problem solving potential issues related to referral
- Provide specific medical information to MTC financial management team to calculate the projection for reimbursement to the Thai hospitals.
- Maintain ongoing tracking and appropriate documentation on referrals to promote the team awareness.
- Hand over the referral forms, policies and procedure documents to MTC upon the completion of the assignment.

Job Requirements:
Education: Medical Degree and/or advanced public health degree
Work Experience:
- Experience working at the Mae Sot- Myawaddy border
- Used to work for referral of patients to tertiary care health facilities
- Familiarity with Mae Tao clinic especially in clinical care and referral of patients is an advantage
Demonstrated Skills and Competencies:
- Strong organizational, interpersonal, and communication skills, including the ability deal with Thai and Myanmar Health staff
- Able to work independently while being a member of a team
- Culturally sensitive with the ability and interest to identify and work with a multi-ethnic people
Language Skills: Fluency in English, and Burmese is essential, Karen is advantage
Working Environment: Understanding of the situation along the Thailand-Burma border and standard office work environment is applicable for most of the time: for example, Internet connections, electricity, and amenities.
