The Senior Protection Assistant (Statelessness) position is situated within the statelessness team under the protection unit. S/he reports to the Associate Protection Officer (Statelessness), who reports to the Senior Protection Officer in charge of the entire urban refugee programme, including Refugee Status Determination, Resettlement and Community Services, as well as the national statelessness programme, which UNHCR began to roll-out in 2013.
The incumbent is expected to interact with other UNHCR operations, the regional Statelessness Team, as well as UNHCR global Statelessness Unit at Headquarters.
Functional Statement
Accountability (key results that will be achieved)
- UNHCR's Statelessness Reduction Project is implemented and the identified target is reached.
Responsibility (process and functions undertaken to achieve results)
- Monitor statelessness related developments in Thailand and report to his/her hierarchy political, legislative, judicial and societal developments relating to access to nationality and the legal status of stateless persons.
- Monitor and analyse statelessness related activities organized and implemented by civil society actors, research networks and stateless communities.
- Evaluate existing statelessness projects carried out by UNHCR and its partners.
- Liaise with relevant governmental counterparts at district, provincial and national level on issues relating to access to nationality, including legislative reform.
- Identify opportunities to support the effort undertaken by governmental counterparts through an increased technical or logistical cooperation.
- Identify opportunities, appropriate fora, and the suitable format for sustainable advocacy initiatives aiming at increased access to rights for stateless persons, including the right to nationality and Thailand's accession to the statelessness conventions.

- Engage in initiatives implying interaction with counterparts after seeking general orientation and guidance.
Qualification Requirements
Essential:
-Thai nationality is preferable.
-Completion of Secondary education.
- Six years of experience in the area of statelessness and/or displacement of populations.
- Strong drafting skills.
- Fluency in Thai and English, both verbal and in writing.
Desirable:
-Previous work experience with UNHCR.
-Previous work experience on statelessness related issues, involving legal issues, process management, counseling and negotiation.
-Additional experience on refugee related issues.
-Project evaluation and monitoring skills.
-Completion of UNHCR's Statelessness Learning Programme.
-Participation in related capacity building scheme proposed by UNHCR or other UN agencies.
