Acted's work in Thailand has focus on supporting sustainable livelihoods and economic development, through integrated vocational training opportunities and a package to support access to income generation. In additional, Acted Thailand works with civil society partners to implement emergency assistance to refugees on the border area while building the capacity of these partners to respond to the needs of venerable populations through tailored capacity development programs.

However, in line with our belief that - even in a crisis setting - every individual should be supported to achieve their creative and economic potential, all the emergency assistant we deliver in Thailand is implemented with a view towards restoring self-reliance to affected communities and supporting them towards long-term recovery, right from the start of a cisis.


Acted Thailand is looking for an assistant to set up and lead Monitoring, Evaluation, Accountability and Learning (MEAL) activities in the fields of Mae Hong Son for the vocational training, protection and emergency distributions. The assistant will be based in Mae Hong Son with field trips to project locations on a frequent basis. The assistant supports the MEAL team in implementation of appropriate and viable monitoring, eveluation, accountability and learning systems that are in line with Acted's global procedures. A key challenge of this role will be scaling up of activities in the organization, meaning that the assistant will have to work under tight deadlines and implement new policies and procedure, under the guidance of the remote MEAL team.

Working Relations:

Under the authority of: Country MEAL Officer (Yangon)

Line Management: Enumerators (Daily Contract)

Internal Relations: Project Managers/Officers, MEAL Intern/Officers

External Relations: Beneficiaries, Implementing partners/Partner Organizations

Key Roles and Responsibilities

  • Support the MEAL Team to implement MEAL policies and procedures and make sure that the tools are followed as applicable.
  • Contribute to M&E data collection and reporting with all staffs/partners through training and site visits.
  • Support data collection activities (pre/pro-tests, baseline and endline surveys, focus groups, interviews)
  • Ensure that data collection teams are organized, logistics are prepared and deliver as per field mission plans and according to data quality standards.
  • Conduct monitoring of activities through direct observation, remote monitoring and report.
  • Contribute to organizing and facilitating learning events to capture best practices and lessons learnt.
  • Contribute to the implementation of the beneficiary Complaints and Response Mechanism (CRM).
  • Conduct CRM awareness sessions and manage the organization of CRM channels in the target areas.
  • Facilitate partner communication and information sharing to the area/capital/regional offices, such as monthly report, data tracking and database management.
  • Provide regular and timely updates on progress and challenges to supervisors and other team members.
  • Perform any other related activities as assigned by immediate supervisor.

Required Qualifications and Technical Expertise

Technical Skills

  • Bachelor's degree/ Certificate in revelant field
  • Excellence command of computer package such as Microsoft 365
  • Preferred experience supporting local civil society organizations or NGOs
  • Fluent English and Thai language skill
  • Burmese language skill is an advantage

Personal Specifications

  • Excellent communication skills in dealing with beneficiaries, colleagues and external partners
  • Excellent sensitivity and diplomatic skills in dealing with vulnerable people and commitment and sensitivity to gender equity and gender rights and working with refugees
  • Willingness to go on field trips to locations in Mae Hong Son
  • Be pro-active, self-motivated and able to organized work idependently as well as be willing to work within a team
  • Flexible, reliable and trustworthy
  • Independent worker who can be managed remotely
