RECOFTC is inviting candidates to apply for the position of Program Management Coordinator as part of the Thailand Office team. The successful applicant will be based in Bangkok, with occasional travel to project sites in Thailand. The contract duration is for 24 months with a possibility of extension subject to funding availability and satisfactory performance.
Specific tasks and duties
The Program Management Coordinator will work under the direct supervision and guidance of the Director, RECOFTC Thailand and work closely with the Senior Program Officer for monitoring, evaluation and learning (MEL) and the business development team at RECOFTC main office in Bangkok. The successful candidate will work to ensure that the country program management of RECOFTC Thailand contributes to the success of RECOFTC’s mandate and its strategic goals. The Program Management Coordinator will lead on developing a system that supports effective program and project management and work closely with other teams implementing, monitoring and evaluating programs and projects.
Specific tasks and duties include:
Program and Project management (50%)
- Develop project management support tools, standards and guidelines to support project teams in project management, delivery and timely reporting to donor organizations
- Coordinate with RECOFTC main office on operations, business development, partnerships, knowledge management and strategic communication
- Develop and maintain program and project database management, including contractual information, payment and report schedule, and ensure that the information is shared within the team and regularly updated
- Prepare and review contracts, service agreements and terms of reference for hiring consultants for program and project delivery
- Review budgets for different projects and ensure that project funds are spent effectively and in a timely manner
- Support country report writing, project narrative report review processes and financial reporting by the project teams
- Provide timely country updates in program coordination meetings, RECOFTC annual planning processes and program review events
- Ensure social inclusion and gender equity are integrated into RECOFTC Thailand programs and projects
Monitoring, evaluation and learning (MEL) (30%)
- Work with RECOFTC’s main office MEL team to develop MEL systems and work plans for RECOFTC Thailand, integrating the office’s projects across RECOFTC’s four strategic goals
- Support the Director, RECOFTC Thailand in developing, monitoring and evaluating annual work plans
- Support the team with baseline data collection and analytical tools for program and projects use [MS1] based on the projects’ logical framework and indicators
- Coordinate with the team to collect MEL information according to the work plan and analyse the information to support the team in planning and tracking progress of program and project activities
- Coordinate data entry into RECOFTC’s MEL system and analysis of the data for progress reporting
- Provide technical support to the team on MEL to ensure that RECOFTC Thailand delivers effective MEL outputs as planned
- Identify and work with the team to develop outcome report and learning documents
Fundraising and private sector engagement (20%)
- Support the Director, RECOFTC Thailand in developing fundraising and resource mobilization plans in close coordination with the business development team at RECOFTC main office, and develop and execute a work plan to achieve RECOFTC Thailand’s fundraising targets
- Contribute to drafting project proposals for seeking funding support from donors, including the private sector
- Assist in the identification of fundraising opportunities for capacity development services or technical consultants to support RECOFTC’s income generation plans and targets for the Thailand Office
- Coordinate with RECOFTC Thailand and RECOFTC’s business development team to organize fundraising events and maintain partnerships with private sector actors interested in collaborating with RECOFTC
- Perform other tasks as assigned by the Director, RECOFTC Thailand
Qualifications and experience
The Program Management Coordinator will have the following essential qualifications and experience:
Essential
- Bachelor in Natural resource Management, Business Administration, Social Sciences or equivalent
- At least 8 years of experience in project or program management, especially in the field of development or natural resource management
- Proven track record of work experience in monitoring, evaluation and learning
- Experience in developing project proposals and donor reports
- Good understanding of fundraising and private sector engagement
- Good understanding of project financial management
- Proven ability to write in a clear and concise manner and to communicate effectively
- Sound knowledge of Microsoft Office and database management applications
- Strong team building and people skills
- Effective multitasking and time management skills
- Fluent written and spoken English and Thai
- Willingness to travel frequently within the country
- Thai national only
Desirable
- Strong writing skill in Thai and English for MEL and report writing
- Ability to mentor and share to support team members’ and partners’ capacity to grow within their areas of responsibility
- Understanding and willingness to promote social inclusion and gender equity
