TITLE:   Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

TEAM/PROGRAMME: Programme Development and Quality      

LOCATION:  Bangkok, with up to 25% field travel, including to Refugee Camps and the Deep South            

CONTRACT LENGTH: 1 year contract with possibility of extension

ROLE PURPOSE:

To lead in developing and managing the Monitoring, Evaluation, Accountability and Learning team and systems for the Thailand Country Office. The MEAL Coordinator will guide and support program teams to utilize a MEAL system, internal processes and best practice to measure and demonstrate our impact, undertake research, and ensure learning. The MEAL function enables the organization to be accountable to ourselves, children, donors and partners; increases clarity of M&E responsibilities and access to information; ensures and increase the quality of our work.

SCOPE OF ROLE:

Reports to: Program Director.

Indirect reporting:  Technical reporting line to the Head of Evidence and Learning (Myanmar Sri Lanka Thailand Cluster)

Staff reporting to this post: 2 (Direct:  0; Indirect:  2x MEAL Officers in Field Offices)

Budget Responsibilities: May manage specific budget lines on occasions.

Role Dimensions:  Save the Children works in over 15 provinces in Thailand, as well as the refugee camps on the border. It has offices in Bangkok, Mae Sot, and Pattani and implements Education, Child Protection and Child Safety projects. The Thailand Country Office has around 65 staff, with 10-15 different projects, and a current expenditure of approximately $6 million each year.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Program Development

  • Develop and lead overall MEAL strategy and systems for Thailand Program Office.
  • Work with proposal writing teams to design logframes, and ensure that input, output and outcome level results are logically linked to create desired impact.
  • Review process and performance indicators of project proposals and ensure these indicators are SMART, facilitate donor reporting, and include SCI Global Indicators wherever appropriate.
  • Include MEAL commitments in all proposals, budget MEAL activities and budget MEAL human resources to build and implement an effective MEAL system.
  • Play a key role in development of the Thailand Program Strategic Plan.

 

Project Support

  • Work with program teams to develop tools and MEAL plans, including Indicator Performance Tracking Table, Quality Benchmarks and Learning Agendas, for each project, and implement these plans.
  • Develop Terms of Reference (TOR) for evaluations and assessments with program teams and support in the hiring and management of consultants.
  • Support Implementing Partners in designing and improving their own MEAL systems, and provide technical capacity building to Partners where required.
  • Facilitate the Program Team and Implementing Partners in developing standards, tools and processes to strengthen compliance and quality aspects of programs.
  • Develop standard format/s for monitoring reports which ensure comprehensive collection of both quantitative and qualitative information.
  • Plan, coordinate and undertake independent monitoring visits to projects. Support implementing partners and SC staff to keep track of actions agreed in monitoring reports when appropriate.
  • Develop and scale up Accountability to Beneficiaries mechanisms which facilitate beneficiaries/communities to register timely complaints and provide feedback on SC interventions.
  • Work with humanitarian teams to implement rapid needs assessments following the onset of disasters.

Knowledge and Learning

  • Work with program teams to design, plan and implement surveys, assessment, reviews, monitoring frameworks and evaluations to measure, improve and articulate project outputs, outcome and impact.
  • Regularly share monitoring reports with relevant team members, partner organizations or focal persons to facilitate learning and informed decision making.
  • Document key lessons learnt out of monitoring and evaluation reports and facilitate discussions with both partner and Thailand program staff to promoting a learning culture.
  • Consolidate Complaint Databases, provide a brief analysis of complaints and convert that into learning for program improvement; also work with Implementing Partners to develop their own Complaints and Monitoring Systems.

Management

  • Recruit, manage, and technically backstop MEAL Officers in managing, performing and prioritizing MEAL tasks.

QUALIFICATIONS 

  • Thai Nationality
  • Master’s Degree

 

EXPERIENCE AND SKILLS

Essential

  • 3-5 years of monitoring and evaluation experience, preferably with INGOs
  • Strong analytical and research skills
  • Good presentation skills
  • Excellent English writing and documentation skills
  • Strong Interpersonal and Communication skills

Desirable

  • Expertise in databases, MS Office and other analysis software such as SPSS preferred
  • Ability to work under pressure and visit all field locations
