Position Announcement: Capacity Development and Training Coordinator   

Position Type: Full-time; 40 hours/week

Location: Bangkok, Thailand

Reports to: Country Manager

Date: 12 September 2019

Deadline for Applications: 30 September 2019

Start date: 14th October 2019

End date: 30th June 2020.  Possibility of extension. 

Special considerations: Applicants must be Thai nationals or those who currently hold long-term visas with work rights.  Position subject to funding approval.

  1. Position Summary

The Capacity Development and Training Coordinator will provide capacity development support to Thailand government agencies that draw in resources from a number of external sources in order to meet specified training objectives and requirements.

 

Working closely with the HOST Thailand Country Manager, this role will work with Thailand government agencies to ensure access to best practice information on community based protection, child protection, case management, and alternative to detention approaches for the management of refugees and vulnerable migrants in Thailand. 

 

The role will assist the HOST Thailand Country Manager and team to assess and identify capacity development needs of staff in the HOST Thailand office and of the urban refugee community. 

 

The role is also key in developing independence, hope, humanity and dignity for refugees and asylum seekers.

 

  1. Key Responsibilities
  • Coordinate with a wide-range of stakeholders to develop capacity building & training plans in partnership with Thai government agencies; 
  • Collaborate and consult extensively to obtain information and content from subject matter experts to develop training resources that aid Thai government agencies in understanding the specific needs of the urban refugee and vulnerable migrant communities in Thailand;
  • Conduct capacity development needs assessments and asset mapping of existing community resources;
  • Develop training and mentoring frameworks to be used by HOST Thailand and Thai government agencies;
  • Deliver (or co-deliver) training and customised contemporary training resources to internal and external stakeholders to meet organisational, department and participant needs;
  • Develop monitoring and evaluation plans of Capacity Development and Training activities. 
  • Evaluate existing programs, make recommendations for change, and upon approval, implement these changes;
  • Ensure learning and development documentation and attendance registers are completed and recorded as required, and seek survey feedback and evaluate and report on results;
  • Establish a project advisory group to advise on potential implementation issues and to establish effective collaboration networks;
  • Contribute to the strategic direction of HOST International Thailand’s Capacity Development & Training projects, including completing assessments of ongoing capacity development needs of government and NGO/CSO sector. 
  • Remain abreast of best practices for alternatives to detention, community based protection, child protection of children affected by migration, & case management with refugees & other vulnerable migrants;
  • Ensure all activities align with program obligations, legislation, relevant codes of conduct and policies and procedures;
  • Support non-Thai staff to understand Thai culture and norms and to apply this knowledge in the delivery of services.
     
  1. Selection Criteria
    1. Essential
  • A minimum of 2 years experience working in the area of capacity development and training; 
  • Degree qualification in the area of Adult Education & Training; Community Development; Social Work; Humanities; Humanitarian & International Development; or other relevant field. 
  • Well-developed communication and interpersonal skills including the ability to build productive working relationships with a range of stakeholders; 
  • Experience and/or knowledge on issues and opportunities affecting urban refugees and asylum seekers in Thailand;
  • Strongly developed skills in child protection and case management; 
  • Highly developed written and oral Thai communication skills and experience in delivery of presentations;
  • Experience implementing and supporting train the trainer programs;
  • Strongly developed verbal and written English skills; and
  • Demonstrated competence in use of Microsoft Office, Excel, and online data systems.
    1. Desirable
  • Additional qualifications in adult learning and training
  • Experience and/or knowledge on issues and opportunities affecting urban refugees and asylum seekers in Thailand;
  • Experience implementing and supporting train the trainer programs.

 

Full-time members of staff at Host International Thailand receive:

  • 20 days of paid vacation per year (pro-rata)
  • Paid public holidays based on duty station
  • Social security and Health and Accident Benefit (pro-rata)
