Job Title : Senir Rule of Law and Legal Officer

Location : Mae Sot, Tak

Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

IRC’s Legal Assistance Centre (LAC), under the project “Promoting Sustainable Protection and Legal Measures for Vulnerable Displaced People in Thailand and Southeast Myanmar : promotes the rule of law and access to justice for Burmese refugees living in Thailand. Since 2007, the project has established Legal Assistance Centers in three refugee camps (Mae La in Tak Province, Ban Mai Nai Soi and Ban Mae Surin in Mae Hong Son Province). In June 2011, the project expanded to two additional camps in Tak Province (Umpiem Mai and Nupo refugee camps). Currently, LAC is serving approximately 100,000 beneficiaries in total.

Job Overview/Summary: Under the supervision of the Deputy  Coordinator for  Community and Government Liaison Coordinator, the Senior Rule of Law and Legal Officer will work closely with the Deputy Coordinator for Community and Government Liaison and other team members to establish linkages, build good relations and strengthen the capacity of community legal volunteers (CLV), community leaders, community-based justice officials, and civil society organizations (CSO) in order to ensure sustainability and ownership of community-based access to justice processes and referrals in five refugee camps. The consultant will also promote rule of law by providing training on rule of law, Alternative Dispute Resolution, Mediation and Dispute Resolution Guideline(MDRG) , and other relevant topics to strengthen the capacity of community-based justice officials. H/She will also support other team members to promote Alternative Dispute Resolution and MDRG (in the camp context), and support the implementation of these activities, working with communities in the camps. H/She will also guide, mentor, and coach the CLV, Community dispute resolution and legal case Management Working Group (CMWG) and MDRG specialists to ensure they can fully work and monitor cases with access to justice mechanisms (both dispute resolutions in the communities and with Thai justice system.)

RESPONSIBILITIES:

  1. Mentor, coach and provide legal case management technical support to CLV, CMWG and MDRG specialists to ensure that they can provide and monitor cases on access to justice appropriately and in line with MDRG, Thai law, international standards as well as with the agreed tools and mechanisms (such as CSO and Camp Detention Guidelines.)
  2. Together with the IRC protection team, identify problematic issues on rule of law and access to justice in the camps and along the Thai-Myanmar border areas, and jointly decide upon training needs and advocacy required by the protection team in order to address these issues.
  3. Evaluate and identify area of success and improvement to assist other program staff to develop and improve training modules and materials for better impact and benefits to audiences.
  4. Closely liaise with the Deputy Coordinator for Community and Government Liaison to prepare, conduct and compose extensive training modules on ADR, MDRG and basic justice concepts for community-based justice officials at all levels.
  5. In coordination with the Senior Rule of Law and Legal Officer, promote MDRG, which are in use in the camps, document, and provide technical guidance to every camp justice leadership in a standardizing manner, and provide MDRG refresher trainings to the camp leadership and other relevant personnel in the camp as appropriate.
  6. Support the Community and Durable Solution team on  the training on information relate with  legal framework and protection in relation of  preparation for return and durable solution to refugees, community along Thai-Myanmar Border, particularly, potential areas of return in Myanmar
  7. Establish linkage and maintain liaise regularly with community leaders both in and outside camps and also relevant partners
  8. Prepare monthly activity plans together with all other IRC LAC staff in order to ensure close integration of LAC project activities.
  9. Prepare monthly and other reports as required.
  10. Represent IRC officially at assigned meetings or conferences.
  11. Develop and maintain professional relationships with IRC’s partners.
  12. Perform other assignments including attending meetings, representing IRC and other tasks as required.

Other Internal and/or external contacts:

 

Internal: Deputy Director for Programs, Program and Award Management Unit, Health Program, WPE Program, Livelihood Program, Field Coordinators, Administrative Departments, Finance Departments, and Logistics Department.

External: UN agencies, Civil Society, RTGs, CBOs, NGOs and other relevant partners

POSITION REQUIREMENTS

Candidate selection will be based on the criteria described below.

Differentiate between requirements and desired levels.

  Education     University degree in law          

Work Experience and/or Demonstrated Abilities:  

  • At least 2 years direct experience on Legal Case management for displaced people or diversity of ethnic groups      

 

  • Previous on training design and training experience and/or experience in law desirable                                                                       Skill
  • Excellent communication and training skills
  • Ability to handle multi-task and sensitive issues
  • Effective personnel management skills
  • Ability to deal with traumatized people in an effective and compassionate way
  • Computer literate                                                                                                                                                                                                Language(s.) Fluent in Thai ; English highly desirable and Karen and Burmese are advantage                                                            Other
  • Knowledge of displaced person both in and outside refugee camp situations
  • Awareness of political effect to quality of life
  • Able to travel regularly along and cross Thai –Myanmar borders
