Job Title : Senir Rule of Law and Legal Officer

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
IRC’s Legal Assistance Centre (LAC), under the project “Promoting Sustainable Protection and Legal Measures for Vulnerable Displaced People in Thailand and Southeast Myanmar : promotes the rule of law and access to justice for Burmese refugees living in Thailand. Since 2007, the project has established Legal Assistance Centers in three refugee camps (Mae La in Tak Province, Ban Mai Nai Soi and Ban Mae Surin in Mae Hong Son Province). In June 2011, the project expanded to two additional camps in Tak Province (Umpiem Mai and Nupo refugee camps). Currently, LAC is serving approximately 100,000 beneficiaries in total.
Job Overview/Summary: Under the supervision of the Deputy Coordinator for Community and Government Liaison Coordinator, the Senior Rule of Law and Legal Officer will work closely with the Deputy Coordinator for Community and Government Liaison and other team members to establish linkages, build good relations and strengthen the capacity of community legal volunteers (CLV), community leaders, community-based justice officials, and civil society organizations (CSO) in order to ensure sustainability and ownership of community-based access to justice processes and referrals in five refugee camps. The consultant will also promote rule of law by providing training on rule of law, Alternative Dispute Resolution, Mediation and Dispute Resolution Guideline(MDRG) , and other relevant topics to strengthen the capacity of community-based justice officials. H/She will also support other team members to promote Alternative Dispute Resolution and MDRG (in the camp context), and support the implementation of these activities, working with communities in the camps. H/She will also guide, mentor, and coach the CLV, Community dispute resolution and legal case Management Working Group (CMWG) and MDRG specialists to ensure they can fully work and monitor cases with access to justice mechanisms (both dispute resolutions in the communities and with Thai justice system.)

Internal: Deputy Director for Programs, Program and Award Management Unit, Health Program, WPE Program, Livelihood Program, Field Coordinators, Administrative Departments, Finance Departments, and Logistics Department.
External: UN agencies, Civil Society, RTGs, CBOs, NGOs and other relevant partners

Education University degree in law
