M&E Specialist, Bangkok, Thailand

Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of M&E Specialist for the ATLAS project, a child labor, forced labor and human trafficking capacity building and law enforcement project. The responsibilities, duties, and qualifications are described in the attached position description.

This position is a local hire, limited to Thai nationals only.

POSITION DESCRIPTION

POSITION TITLE:              M&E Specialist, Thailand

LOCATION:                        Bangkok, Thailand

GROUP:                             Civil Society & Education

REPORTS TO:                   ATLAS Country Coordinator

 

PROGRAM SUMMARY:

The M&E Specialist will be responsible for managing and implementing the monitoring and evaluation country-level activities of the Attaining Lasting Change for Better Enforcement of Labor and Criminal Law to Address Child Labor/Forced Labor/Human Trafficking (ATLAS) Project. This is a global program funded by the US Department of Labor (USDOL) and aims to increase the capacity of host governments to reduce child labor through the following three outcomes: (1) strengthened labor and/or criminal legal framework concerning child labor, forced labor, and/or human trafficking; (2) improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking; and, (3) increased coordination among law enforcement and social protection entities to address child labor, forced labor, and/or human trafficking.

 

ESSENTIAL RESPONSIBILITIES:

The M&E will work in collaboration with the home office M&E Officer to design a project monitoring system for tracking and measuring the government’s capacity to address child labor, forced labor and human trafficking, that reflects the country contexts and meets USDOL’s standards. S/he will be responsible for overall monitoring and evaluation of Thailand M&E activities/M&E system, developing/designing M&E tools & reports, and to maintain/keep updated the program database. Specific responsibilities include but are not limited to:

 

  • Oversee ATLAS Thailand’s M&E system, including the measurement of project indicators, designing monitoring tools, setting up the data flow system, entering data into the database, conducting data quality assurance and reporting.
  • Support design of strategies and approaches contextualized and aligned to stakeholders needs and priorities and contribute to develop activity and work plans.
  • Work with the Country Coordinator to build stakeholder’s capacity on CL, FL and HT, and oversee implementation of activities.
  • Support country enforcement and coordination assessments and other research related CL, FL and HT;
  • Assist specific ministries staff to strengthen and maintain data systems, collect/report on investigations, prosecutions, convictions and sentencing, and assess and address systems gaps;
  • Monitor the results of the program’s activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences.
  • Manage M&E database, including logging project stakeholders, project trainings and meetings, attendance, policy status, and progress reports.
  • Assess the achievement of Key Performance Indicators (KPIs) and work with M&E Officer to design Quality Improvement (QI) strategies.
  • Facilitate and liaise with the external evaluation contractor.
  • Work with the Program Manager to ensure compliance and adherence to the ATLAS program Standard Operational Procedures.
  • Collaborate with the Country Coordinator to prepare all project reports. 
  • Document success stories, promising practices, and lessons learned for public dissemination.
  • Other duties as assigned.

 

QUALIFICATIONS: Successful candidates will have solid experience monitoring donor-funded programs a wide variety of stakeholders. Specific experience and specialization in at least two of the following is required: child labor, forced labor, human trafficking, legal reform, policy advocacy, child protection and referral mechanisms, public education/awareness (including work with the media), and/or government capacity building.

 

EDUCATION: Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or bachelor’s plus and advanced certificate in M&E, statistics, or economics preferred.

 

Technical: Minimum of five years’ professional experience in a M&E position responsible for implementing activities of development projects.

 

Work Experience:

  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
  • Experience in planning and managing surveys.
  • Experience developing and refining data collection tools.
  • Experience managing and providing ongoing training to staff and key stakeholders on data collection, M&E, etc.
  • Experience with data quality assessments and oversight.

 

Skills/Knowledge:

  • Knowledge of the major evaluation methodologies and data collection and analysis methodologies.
  • Fluency in oral and written Thai and English languages, is required.
  • Excellent written and oral communication skills.
  • Computer proficiency in word processing, spreadsheet, and presentation software (Microsoft).
  • Familiarity with database and statistical applications such as SPSS, SAS, or STATA, is preferred.
