Location: Mae Sot |Status: Independent Contractor |Report to: Senior Manager (MEL & HSS)

Are you a professional passionate about making a difference? REACH for Equity is seeking a MEL Specialist who will be responsible for supporting the Senior Manager of MEL & HSS and the Director of MEL & HSS in strengthening organization-wide MEL systems and practices. The role will lead organizational-level data collection and reporting processes, support strategic plan monitoring, strengthen data automation systems, and contribute to health outcome and impact measurement across programs. The position will work closely with the Health Systems Strengthening (HSS), Health Information System (HIS), and Country Office MEL teams to improve data quality, evidence generation, organizational learning, and MEL-HIS governance.

What We’re Looking For:

• Master’s level degree in public health
• Minimum five years of progressively responsible experience in monitoring, evaluation, and learning
• Demonstrated experience in developing and implementing program level MEL systems and frameworks
• Strong understanding of research and evaluation methodologies
• Experience in health program monitoring, health information systems, or health systems strengthening is preferred
• Excellent skills in statistical methods and software (e.g., SPSS, Stata, R, etc.) and data collection platform using DHIS2, ODK, Kobo preferred
• Sound knowledge of health information system architecture and database management system is an asset
• Fluent in written and spoken English and Burmese
• Experience of working in a multicultural, low-resource setting and mentoring/coaching
• Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
• Comfortable working with a variety of partners and navigating complex relationships
