SKPA Program Consultant

 

Technical Assistance to support the SKPA Kick off meeting for all SR partners engaged in the Sustainability of HIV Services for Key Populations in Asia (SKPA) Program 

 

AFAO regional office in Bangkok is seeking a short team consultant to facilitate a 4-day meeting for approximately 50 persons to be held in Bangkok as part of our new multi country Global Fund Program - SKPA Program Kick-Off Meeting for sub recipients of the SKPA grant.

 

Meeting dates: July 29 to August 1, 2019 

Location: Bangkok venue TBA

Background: 

 

  1. Organizational Context/ Background – the Sustainability of HIV Services for Key Populations in the Asia Region Program - SKPA

AFAO is the national federation for the community response to HIV in Australia. It provides leadership, coordination and support to the country’s policy, advocacy and health promotion on HIV. AFAO’s International Program is based in Bangkok and contributes to the development of effective policy and programmatic responses, particularly in Asia Pacific. It has supported community-based responses to HIV across the region for over two decades. 

AFAO has successfully applied for a Global Fund supported multi-country grant. At its thirty-sixth meeting in November 2016 the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) Board, in consultation with global disease partners, approved funding for Catalytic Investments Priorities for the 2017-2019 Allocation Period for the 2017-2019 funding cycle. US$ 260,000,000 was allocated to the multi-country approach to target a limited number of keys, strategic multi-country priorities deemed critical to meet the aims of the Global Fund Strategy and not able to be addressed through country allocations alone. Out of this amount, US$ 12,500,000 was allocated to support the Sustainability of Services for HIV Key Populations in the Asia region.

Based on input from key stakeholders in February 2018, the term of reference was developed for the multi-country grant in Asia. This eight-country Global Fund grant will be covering Papua New Guinea, Timor Leste, Malaysia, Philippines, Laos, Mongolia, Bhutan and Sri Lanka.

The grant aims to promote sustainable services for key populations at higher risk of HIV exposure including sex workers, men who have sex with men, transgender people, people who use drugs, in the Asia region. The grant will build on existing Global Fund-supported programs in country and multi-country grants for key populations as well as focus on developing strategies to promote the scale-up of necessary interventions and their long-term financing in each country to:

  •             Secure up-to-date strategic information, particularly on key epidemiological and response information including population size estimates and programme coverage, community needs assessment of key populations to inform program design;
  •             Scale-up outreach to key populations and improve their access to prevention, testing and treatment and retention in the service cascade; 
  •             Strengthen community responses and systems to support increased scale-up of services for key populations;
  •             Strengthen community advocacy for the sustainability of community-led and community-owed services through community-based research, effective use of data and other strategic information and through community mobilization;
  •             Address barriers to access including addressing stigma and discrimination and other human rights- and gender-related barriers to services, where relevant;
  •             Secure the long-term sustainability of increased service delivery at national levels through securing domestic investment and spending, exploring innovative approaches and identifying alternative sources of funding for key programs.

 

The technical assistance provided under this contract will assist AFAO, as Principle Recipient, to ensure sub recipient partners are fully oriented on the details of the program’s programmatic and financial reporting, monitoring and evaluation and related requirements  in terms of effective delivery of this grant in line with Global Fund reporting requirements.

 

. Objectives 

 

            i.          Facilitate a 4-day Regional kick off meeting of the SKPA program ensuring all partners and stakeholders are provided adequate opportunities to provide feedback and be engaged meaningfully throughout the meeting

  • ii.         Contribute to the development of the kickoff meeting agenda (one day planning meeting prior to the kick off meeting and Skype calls with AFAO SKPA team as required)
  • iii.        Coordinate with AFAO SKPA program team to ensure all presentations and resources are prepared ahead of the meeting
  • iv.         Co-facilitate and co-ordinate break out groups as required during the meeting 
  • v.         Facilitate daily debrief with the AFAO SKPA team and amend subsequent days agenda as required

 

Minimum Requirements:

  • A proven track record in working directly with the Global Fund and key population organizations in at least 3 of the participating partner countries
  • 7 years experience in working on HIV and Global Fund programs or related development work in Asia Pacific 
  • An extensive track record in engaging with key population issues including stigma and discrimination and HIV prevention technologies 
  • An ability to work in independently and with sound knowledge of Global Fund policies and procedures 

 

Only applicants residing in South East Asia will be considered for this assignment due to budget limitations
