Job Title: Women's Protection and Empowerment (WPE) Case Management Officer

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: The IRC’s program for Women’s Protection and Empowerment (WPE) improves and expands community-based services to survivors of gender-based violence (GBV) in the seven refugee camps along the Thai-Myanmar border. The program supports and strengthens community-based efforts to respond to and prevent violence against women and girls through comprehensive and holistic programming, including case management. This program coordinates a network against GBV that ensures a comprehensive and multi-sectoral response for survivors, increasing the safety and power of women and girls through promoting community leadership and provision of technical training on GBV core concepts.

Under the direct supervision of the Senior Women’s Protection and Empowerment Program Manager, the WPE Case Management Officer will be responsible for the overall provision of GBV case management services. The WPE Case Management Officer will coordinate with other WPE staff and other sectors to ensure survivors needs are met and provide supportive supervision to WPE Case Workers to ensure properly and timely case documentation, services provision and follow up are provided for identified GBV survivors, with the use of GBVIMS incident recorder and be able to assist in making analysis of trends for an informed programing. The WPE Case Management Officer will also help develop and strengthen partners’ capacities on case management, and look for opportunities to create partnerships and engage individuals, community leaders, community-based organizations (CBO), and non-governmental organizations (NGO) in trying to create a safer environment for women and girls.

Major Responsibilities:

Case Management

• Handle case assignments, draft service plans, review case progress and determine case closure; provide accompaniment and psychosocial support to GBV survivors accessing services in Mae Sot town as necessary.
• Provide age-appropriate quality psychosocial support in mobile and static safe spaces (including women centers) and child-friendly spaces including emotional support group sessions and awareness/information sessions.
• File and store GBV data in the gender-based violence information management system (GBV IMS) in compliance with the information sharing protocol developed at the inter-agency level.
• Use the GBVIMS Incident Recorder to assist the Senior WPE Program Manager in analyzing cases documented for weekly, monthly and quarterly statistics.
• Receive referrals from different agencies, develop action plan and appropriate response to each case; and send referrals to different agencies according to the action plan developed with the client.
• Attend case conferences with relevant key actors, and ensure that all case workers understand and practice the survivor centered approach.
• Liaise with relevant stakeholders to address gaps in GBV response services and referral protocols, and work closely with the protection sector when GBV cases involve child survivors and access to justice.
• Actively develop and maintain effective working relationships with case management actors in the field within and outside of the IRC.
• Assess gaps on how the referral pathway is functioning through direct follow ups with service providers and make suggestions for improvement to the supervisor.

Training and Technical Support

• Coordinate and deliver trainings on case management, safe house operations guideline and GBV related issues to GBV service providers and partners, including camp-based staff working with GBV survivors.

• Build the capacity of local partners in Tak camps on GBV case management and follow up and supervise partners’ GBV case management team.
• Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area.
• Develop training materials, community awareness-raising materials and other educational materials as necessary based on the project design and objectives.

Other Duties and Responsibilities

• With the support of the Senior WPE Program Manager, respond to any crisis situations and high-risk cases that require additional support (complex cases, clients with suicidal thoughts/plan).
• Collect information/data relating to all activities, including data necessary for project indicators as well as record on the successes and challenges, and report the progress of the project at regular intervals to the Senior WPE Program Manager.
• Assist in preparing monthly activity plans together with all other project staff in order to ensure close integration of project activities.

• Provide support to gender initiatives and activities introduced by IRC Thailand and Headquarters as necessary.

Job Requirements:

• High school diploma or Post-10 certificate required, coupled with a strong interest in refugee and related issues
• Experience in conducting trainings, including Training of Trainers, and proficient in using participatory methods
• Experience in GBV work, including GBV case management
• Previous experience with psychological aspects of care
• Supervision experience desirable
• Excellent interpersonal and communication skills
• Ability to prioritize and manage multiple tasks
• Must be flexible and willing to learn and develop
• Strong written and spoken Burmese, Karen, and Thai is essential
• English language proficiency is an advantage
• Familiarity with professional and technical emerging knowledge

Key Working Relationships:

Position Reports to:  Senior WPE Program Manager
Position directly supervises: N/A

Indirect Reporting: WPE camp-based assistants

Other Internal and/or external contacts:

Internal:  Collaborate and work with WPE team members in other IRC field offices, including IRC protection staff to ensure effective and coherent WPE programming. Work together with the IRC Program and Sub-grant unit on program and compliance requirements and other related initiatives. Collaborate with the Finance unit, the Operations unit on budgeting, budget versus actual, logistics and procurement.

External:  Non-governmental organizations, community leaders, non-governmental organization, community-based organizations, civil society, government/ministries, UN agencies and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination.

Working Environment: The position is a NATIONAL post based in the IRC office in Mae Sot , with travel to the refugee camps and the Thailand-Myanmar border area as required.
