4. POSITION TITLE: Acquisition and Assistance Specialist (Career Ladder) (2 Positions)
5. MARKET VALUE: THB 699,655 - 1,224,394 per annum equivalent to FSN-9.
This position is a part of an established career ladder, which provides for the potential to progress to the FSN-10 (THB 924,881 – 1,618,549) and, subsequently, to the FSN-11 (THB 1,288,038 – 2,254,063) grade level. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.
6. PERIOD OF PERFORMANCE: Five (5) years initial contract.The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.
7. PLACE OF PERFORMANCE: USAID/RDMA, Bangkok, Thailand with possible travel as stated in the Statement of Work.
8. SECURITY LEVEL REQUIRED: The successful candidate shall be required to obtain a Security Certification for Employment from Regional Security Office.
9. STATEMENT OF DUTIES
9.1. General Statement of Purpose of the Contract
The Acquisition and Assistance Specialist (Career Ladder) is located in the Regional Office of Procurement (ROP) in the Regional Development Mission for Asia (RDMA). The function of the Office is to provide Acquisition and Assistance (A&A) support to Mission Technical Offices and Development Objective (DO) Teams in the Mission, and in any other Client Missions in the region that may be supported by the RDMA Mission.
A&A Specialists serve as the backbone to awarding and administering USAID development activities. The primary purpose of this position is to perform a variety of acquisition and assistance duties including writing grants, cooperative agreements, contracts, and other procurement instruments, and preparing amendments in support of the Missions. The incumbent reviews and recommends approval or revision of requisitions in the Global Acquisition and Assistance System (GLAAS); reviews and recommends approval or revision of scopes of work (SOW)/program descriptions (PD); drafts solicitations; performs cost and price analysis; analyzes proposals/applications received; drafts awards and modifications; analyzes contractor-proposed budgets; recommends revisions to various award provisions; writes Memoranda of Negotiation; and, prepares other required documentation. The incumbent maintains award files and records up to date, facilitates and reviews Contractor Performance Assessment Reports (CPARs), and supports award closeouts. The incumbent provides guidance related to award modifications. The incumbent is responsible for carrying out day-to-day activities under the mentorship of more senior Office employees.
This position is a part of an established career ladder, which provides for the potential to progress to the FSN-10 and FSN-11 grade level. Attainment of higher grade levels is contingent upon successfully completing required training, meeting agree-upon objectives and milestones, and performing at an effective level. Promotion to the FSN-10 and to the target FSN-11 grade levels is not mandatory, though failure to eventually achieve those high levels of performance may be the basis for dismissal.
9.2. Statement of Duties to be Performed (100%)
The position may require some travel to the U.S. or to other Missions abroad for business requirements.
9.3. Supervisory Relationship
The incumbent reports to Contracting Officer or his/her designee.
9.4. Supervisory Controls
This is a non-supervisory position.
10. AREA OF CONSIDERATION: This position is open to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor candidates for a Thai residency permit.
11. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
1. Education: A minimum of Bachelor’s Degree in the field of finance, law, business, economics, political science, international relations, English, or a related field.
2. Experience: A minimum of three years progressively responsible experience in business, law, development assistance, governmental administration, or related field.
3. Language: Level IV – Fluent in Thai and English with a valid TOEIC score of 855.
III. EVALUATION AND SELECTION FACTORS

SELECTION PROCESS:
Stage 1:
To be considered for candidacy, applicants must address each criterion in their application as to how they meet the minimum qualifications required for the position in Section II. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the applicant to provide all pertinent information. Applications will be reviewed in accordance with the meeting the factors in Section III, item 1-3 and ranked accordingly.
Stage 2:
Top-ranked candidates who meet the minimum qualifications and pass an application review will be provided a written test. Applicants with passing marks from the recruitment test will be invited for an interview.
Stage 3:
Candidates invited for an interview will be evaluated on the factors in Section III, item 1-3.
Reference checks will be conducted for shortlisted candidate(s) following the interview. References may be obtained independently from other sources in addition to the ones provided by an applicant.
USAID/RDMA reserves the right to select additional candidates if vacancies become available during future phases of the selection process.
