ABOUT THE TIJ

Building on Thailand’s engagement in the UN Commission on Crime Prevention and Criminal Justice, Thailand Institute of Justice (TIJ) was established in 2011 with the aim to promote excellence in research and capacity-building in the area of criminal justice. The institute serves as a bridge that transports global ideas to local practices. The primary objective is to promote the implementation of United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules) as well as other United Nations standards and norms related to women and children in contact with the criminal justice system.

As a member of the United Nations Crime Prevention and Criminal Justice Programme Network Institute (UNPNI), TIJ also gears its work towards important cross-cutting issues on the United Nations agenda such as the rule of law, sustainable development, human rights, peace and security. At the same time, it works toward enhancing domestic justice system and the rule-based community within the ASEAN region. 

KEY ROLES: The Policy and Research Officer supports the Project Manager and the Chief of Programme in planning, administering, implementing, and overseeing all project activities related to themes of the programme, including women and children in criminal justice, access to justice, trafficking in persons, and online child sexual exploitation. The Policy and Research Officer helps ensure all project activities meet the expectations and goals and are in accordance with the strategies, policies, and regulations of TIJ and applicable law and regulations.


KEY RESPONSIBILITIES: 
• Developing and maintaining a strong network of stakeholders working in the criminal justice sector;
• Initiating new research projects (developing concept notes, terms of reference etc.); 
• Conducting secondary analysis of existing data sets and literature reviews as needed; 
• Conducting key informant interviews and running public engagement events; 
• Advocating criminal justice policy and providing evidence-based policy recommendation;
• Contributing to the development and drafting of TIJ publications (research, reports, policy briefings, infographics); 
• Drafting speeches and talking points for the Chief of Programme, Director of External Relations and Policy Coordination, and Executive Director;
• Following up and reviewing assignments and tasks undertaken by Policy and Research Assistant and Project Coordinator
• Mentoring Policy and Research Assistant and Project Coordinator and entry-level staffs to ensure productive outputs and outcomes of the projects 
• Drafting internal memos, minutes of meetings and trip reports
• Assuming additional responsibilities as needed or requested. 

QUALIFICATION:

Experience and Knowledge
• Master’s degree in psychological criminology, criminology, social science or other relevant disciplines
• At least 5 years of work experience on criminal justice 
• Experience in conducting research on criminal justice, violence against children, violence against women, juvenile justice
• A strong understanding of public policy processes including the workings of the Thai Government
• Work experience with Thai Government agencies, international organizations, regional organizations, or NGOs
• Work experience working directly with vulnerable groups, such as trafficking victims, migrants, female migrants, juvenile offenders, or children at risk
• Possess strong team spirit and ability to adjust in a multi-cultural environment

Skills / Abilities
• Fluent in both (written and oral) Thai and English
• Good Computer skills (MS word, excel, powerpoint)
• A genuine passion for crime prevention and criminal justice 
• Willingness and ability to adjust to the team and organization’s needs
