Chemonics seeks an operations manager for the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Thailand and Laos. This activity is supported by the U.S. President’s Malaria Initiative. Through this support, the U.S. President’s Malaria Initiative and its partners will implement malaria control interventions in Thailand and Laos, primarily through the management and distribution of vital commodities to vulnerable populations.
GHSC-PSM has a small project office based in Bangkok, Thailand, with a team of three staff — a supply chain technical advisor, a malaria advisor, and an operations manager — who provide technical assistance to the Ministry of Health and partners to strengthen the countries’ capacity in supply chain management for malaria prevention, rapid response to malaria pandemic or outbreak, and timely availability of quality malaria medicines.
The operations manager will provide management oversight of all financial, administrative, and logistical aspects of the GHSC-PSM project. He or she will support the execution of technical strategies and work plans by overseeing the administration of standard operations and financial procedures; managing in-country logistics related to the procurement and distribution of malaria commodities; and maintaining effective communications with USAID, Chemonics’ home office, public and private sector groups, and other donors and cooperating agencies.
Responsibilities include:
- Manage office operations in compliance with policies and procedures in project management, including human resources management, procurement, finance, and administration
- Oversee finances and cash flow; ensure expenditure forecasts are prepared, reviewed, and submitted as needed
- Maintain good knowledge and understanding of office procedures as set forth in the field office policy manual
- Provide management support to ensure smooth team performance, and ensure the use of appropriate management methodologies to plan, organize, and use resources to achieve goals
- Ensure regular communications between field office and home office
- Support the development of quarterly, annual, and technical reports with the technical team, and ensure the timely submission of deliverables
- Support the develop and implementation of annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other stakeholders
- Support all procurement and logistics activities: ensure compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking, customs clearance/freight forwarding, storage and distribution, and logistics management information systems
- Lead coordination of supply chain management activities related to the procurement and distribution of malaria commodities in Thailand and Laos
- Support the supply chain coordinator with national quantification and forecasting of malaria commodities activities as needed
- Support data collection and reporting on commodity quantification, forecasting, and supply planning
- Maintain strong and positive working relationships with clients and partners, including USAID and local government counterparts and malaria or supply chain stakeholders
- Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems
Qualifications:
- Advanced degree in international development, public health, or a related discipline
- Minimum of 5 years of professional experience in international development, public health, or a related discipline
- Experience working on USAID or other donor health programs (experience in pharmaceutical procurement, health logistics, supply chain management systems, or malaria a plus)
- Proven operational, administrative, organizational, financial management, and budgeting skills
- Ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines with attention to detail and quality
- Excellent interpersonal, written, and oral communications skills
- Demonstrated resourcefulness in problem-solving and initiative to learn new skills
- Ability to work with donors and cooperating partners
- Demonstrated leadership, versatility, and integrity
- Fluency in English and Thai required; proficiency in Laotian a plus
