Mekong Institute (MI) is a regional inter-governmental organization of the countries of the Greater Mekong Sub-region (Cambodia, Laos, Myanmar, Vietnam, Thailand and China) established in 1996. The institute provides human resource development programs and services to GMS government agencies and private sector involved in various regional development and cooperation activities under the GMS Economic Cooperation Program. The institute holds the distinction of being the only GMS-based training and research institute, owned by the six GMS Governments, offering standard and on-demand human resource development programs with focus on regional cooperation and transnational development issues. The Institute is located in Khon Kaen, Thailand.

Cash and Bank Officer, Finance Unit, Finance and Administration Department

Cash and Bank Officer is responsible for handling cash, making payments, and interacting with the banks for all MI financial transactions. S/he ensures that MI funds are deposited and/or disbursed properly and in a timely manner. S/he also ensures effective cash flow management for all of MI needs.

Main responsibilities and tasks

• Review invoices and supporting documents to ensure they are complete and proper prior to payment
• Make payments to staff and suppliers;
• Prepare and distribute monthly staff pay slips;
• Collect bank statement and verifies with the banks regarding fund receipts;
• Advise Finance Manager of all transfers received and maintains files of fund received by sources (donors, GMS-country contributions and MI generating incomes)
• Monitor exchange rate fluctuations and advise Finance Manager in case of any adverse impact
• Maintain and ensure cash disbursement and receipt ledger is updated and that all transactions are recorded on timely basis
• Receives cash deposits, prepares receipt vouchers, and makes deposits to the bank accordingly
• Monitor and reconcile all donor project bank accounts
• Maintain good liaison with donor accounts departments regarding cash flow
• facilitate the transaction of temporary investment fund and monitor the movement
• Prepare cash and bank reconciliation reports to the Accounting and Finance Officer at the end of each month;
• Keep and manage MI petty cash, and USD cash box for payments required in USD, always ensuring proper handling and adequate cash in the petty cash box (replenishment) make available for Finance Manager to check
• Keep cash in hand for in house activities (workshop and program activities);
• Any other reasonable task requested by management.

Required qualifications, skills and experience

Essential

• Bachelor degree or higher in accounting, finance, or related.
• Computer fluency with Microsoft Office;
• Proven knowledge and skills in financial and cash flow management, accounting principles and procedures;
• Understanding the banking system and experience in accounting software operation
• Technical skill in understanding different financial systems, regulations and processes for inter-country transactions in different currencies
• High level of numeracy and logical thinking.
