Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The establishment of the ASEAN Economic Community (AEC) in 2015 marked a major milestone for the regional economic integration agenda in ASEAN and has driven significant change in the job market and economic landscape for all countries in the region, including Thailand. It is simultaneously anticipated that the enhanced economic connectivity of neighbouring countries will render the region more vulnerable to the threats of transnational organized crime, including human trafficking and people smuggling. The Project “Supporting the Government of Thailand to improve migration and border management structures in the midst of rapid ASEAN Integration” has been borne from the knowledge that threats of people and goods smuggling aided by transnational crime networks are processes that will continue to pose challenges to the Thai Immigration Bureau (TIB) and related agencies. Such threats continue to evolve as a direct impact of the AEC facilitating greater interconnectivity, cohesion and transport links within ASEAN.
In response to the aforementioned challenges, the project proposes to conduct a rigorous, context-driven Border and Migration Management Assessment, to provide a complete overview of the migration management structure of Thailand and enable the development and delivery of productive capacity-building activities based upon identified needs and requirements. The assessment will encompass tailored recommendations for TIB and related agencies and will serve as an evidence-based platform from which pragmatic and relevant interventions will be conceptualized and implemented by the Royal Thai Government (RTG) to better refine border operations and inter/intra agency cooperation to combat transnational organized crime.
The purpose of the consultancy (hereafter the ‘expert’) is to conduct the Border and Migration Management and Assessment together with IOM staff and Thai government officials responsible for migration and border management. The expert will lead the design of assessment methodology, conduct the field assessment in Thailand, produce 2 reports and convene the multi-stakeholder meeting to present the findings, recommendations and the Joint Action Plan.
The methodology of the assessment will focus upon five key elements, namely: (1) administration, (2) regulatory framework, (3) operations, including areas for capacity development with an emphasis on identifying and responding to the needs of vulnerable categories of migrants (particularly women, families, unaccompanied migrant children), (4) information management, and (5) intra-agency cooperation utilizing available good practices in addressing the needs of vulnerable intercepted migrants.
An Advisory Report (I) will be drafted, detailing short- and long-term objectives, as well as recommendations for priority actions focusing on three core objectives:
The Joint Action Plan (II) will also be drafted to inform future technical cooperation in immigration and border management initiatives in Thailand. In addition to the reports, the multi-stakeholder consultative meeting will be convened with relevant governmental officials to present findings and decide upon priority actions to be supported under the project; the consultative nature of the process will foster national-level ownership, to best ensure sustainability.
The expert will report to the Project Development Officer according to the detailed workplan (Deliverable #1). Planned and unplanned Skype call or other channels of communication can be made by the expert and IOM staff for further discussion related to the assignments’ queries.
The duty station is home-based and field visits. The expert is required to visit Bangkok, Thailand twice, the first time is to conduct the field assessment in Bangkok and border provinces within 10-15 days and the second time is to lead 1-day of the multi-stakeholder consultative meeting.
