TITLE:   Child Protection Project Officer - SPACE (Re-announcement)

TEAM/PROGRAMME:  Program Implementation              

LOCATION:  Bangkok Office 

CONTRACT LENGTH: 1 year contract with possibility of extension

ROLE PURPOSE:

Under the direct supervision of the Senior Social Worker and Child Protection Project Officer, the position-holder will have the responsibility to implement child protection project activities and provide support to the Child protection projects in Save the Children Thailand, and ensure quality and timely delivery of activities under the responsible project. The Social Worker and Child Protection Project Officer will contribute to the project design, implementation, advocacy, monitoring and promoting the quality and effectiveness of child protection programmes in accordance with grant agreements and organisational strategies, guidelines, values and principles. S/he will provide mentoring and capacity building support to SC, government and non-government partner staff in implementing the projects (e.g.  CP Project Officers, Assistants etc.).

Role Dimensions:  The Social Worker and Child Protection Project Officer is expected to work in close collaboration with the Child Protection team within the organisation. The Social Worker and Child Protection Project Officer will work in close collaboration with the Ministry of Social Development and Human Securities and other Ministries, including Ministry of Labour, and other related government agencies as required to ensure

KEY AREAS OF ACCOUNTABILITY:

  1. Implementation of the CP Projects
  • Work actively with Senior Social Worker and Child Protection Officer and team (EASE II and PROMPT) to design, implement and monitor projects implementation against indicators detailed in the projects’ proposal
  • Uphold the assigned CP projects’ implementation and intervention to SCI Country CP Strategies and SCI’s Quality Framework
  • Support Child Protection and Child Rights Program Coordinator to alter activities/strategies in light of context changes or operational challenges when necessary
  • Coordinate with stakeholders, local partners, government and non-government partners to maintain and strengthen local child protection mechanism and project activity implementation
  1. Strengthen coordination and external communication
  • Promote and strengthen partnership with government, local partners, and interagency coordination to strengthen collaboration and reinforce child protection mechanism in the project areas
  1. Support in capacity building
  • In line with SC global standards and in consultation with CP team, provide technical support to build the capacity of local child protection units under the projects implementation

QUALIFICATIONS 

  • Thai Nationality
  • Minimum working experience of 5 years in the development sector
  • Social worker license is preferred

EXPERIENCE AND SKILLS

Essential

  • Experience of working in project environments and supporting the successful delivery of projects
  • Excellent analytical and problem solving skills
  • Some experience in using project management processes and tools including risk management, benefits management, financial management and quality assurance
  • Strong communication skills (written & oral English), including the ability to communicate and present to key stakeholders
  • Strong influencing and negotiation skills, together with the ability to influence and motivate others
  • The role will involve liaison with a wide range of people and will require a proven track record in dealing with people at all levels with credibility, tact and diplomacy
  • Demonstrated ability to remain objective/neutral
  • Ability to resolve issues swiftly and decisively whilst safeguarding standards and procedures

Desirable

  • Work experience in one or more of the following issues: trafficking in children, child protection system and promoting child rights and child protection with children
  • Non-profit sector knowledge/experience

CHILD PROTECTION TECHNICAL AND PROFESSIONAL COMPETENCIES (what is required at the Skilled level)  

Working with children and families

  • Demonstrates an understanding of the impact of personal attitudes and cultural beliefs about abuse on professional work and identifies strategies for maintaining professional practice at all times
  • Demonstrates knowledge of child development, and age related physical, cognitive, social and emotional development.
  • Demonstrates understanding of the short and long term impact of violence, abuse, neglect and exploitation on children and families
  • Communicates clearly, sensitively and effectively with children of different ages, genders and abilities, respecting cultural diversity.

Understanding, building on and developing child protection systems

  • Identifies the existence, nature and scope of child protection systems at national and local levels and demonstrates appropriate use of such systems.
  • Demonstrates good knowledge of relevant national and international legal frameworks and conventions relating to child care and protection
  • Uses understanding of relevant legislation and policy, as well as customary and traditional mechanisms, to contribute sensitively to a system that promotes children’s rights to protection
  • Understands responsibilities in own role and that of others to take action when harm or abuse is suspected or has been disclosed, in line with local legal, policy framework, and procedures for reporting and recording actions
  • Understands and implements the policies and procedures that govern confidentiality and the sharing of information to protect children

Preventing violence, abuse, exploitation and neglect of children

  • Demonstrates knowledge of factors at all levels (child, family and community) that cause harm to children
  • Demonstrates understanding of the range of interventions in preventing harm and the importance of early intervention in preventing harmful situations arising
  • Demonstrates culturally sensitive skills in engaging with communities to prevent harm to children

Identifying violence, abuse, exploitation and neglect of children

  • Recognises the indicators of different forms of harm to children (violence, abuse, neglect and exploitation) in all contexts.
  • Demonstrates the ability to prioritise, for intervention, children who are most at risk of harm
  • Demonstrates the ability to carry out a child protection assessment in all contexts, identifying the level of risk to children and the capacity of the family and/or the community to protect them
  • Understands and supports the process of case management including the collection and presentation and sharing of accurate information to inform decision-making about what action should be taken in the best interests of the child, taking confidentiality into account.

Responding to violence, abuse and exploitation

  • Evaluates the range of possible child protection responses within the family and community context and supports decision-making around the most appropriate for protecting the  child / children
  • Demonstrates knowledge of agencies, organisations and systems to which children at risk of harm can be referred, in all contexts
  • Works in collaboration with others to develop an appropriate response to protect children from harm in all contexts
