Vacancy announcement: Technical Assistant of The Partnership Project for Global Health and Universal Health Coverage (GLO+UHC) (1 position)

 

1.      Background:

Thailand’s Ministry of Public Health and National Health Security Office (NHSO) and the Japan International Cooperation Agency (JICA) have launched “the Partnership Project for Global Health and Universal Health Coverage” in January 2016 (called GLO+UHC Project hereinafter). The GLO+UHC Project aims to promote and support global health and universal health coverage in ASEAN countries and beyond.

Japan and Thailand have achieved universal health coverage (UHC) in 1961 and 2002, respectively, providing nearly the entire population of each country with access to health services, regardless of income status. Japan and Thailand have gained a global reputation for successfully achieving and sustaining UHC for decades. The two countries have worked extensively on global health issues, both at regional and international levels. They have used their wealth of experiences in various issues such as provider payment mechanisms, strategic purchasing and governance of purchasing for the benefits of many developing countries desiring to move towards UHC. At the same time, they are also focusing on some sustainability challenges posed by the current demographic and epidemiological transitions.

The Government of Thailand and the Government of Japan thus started this partnership cooperation with the aim of a) improving Thailand’s UHC operation; b) providing technical support to other developing countries towards achieving UHC; and c) promoting UHC at the global level where skills in global health diplomacy is strengthened.

The GLO+UHC Project symbolizes a new level of south-south collaboration and networking that is striving towards ultimately strengthening UHC implementation around the globe.

Overall Goal: Access to health services and financial risk protection are improved in Thailand and participating countries

Project Purpose: Implementation of UHC in Thailand and participating countries is improved

Project period: 14 July 2016 -13 July 2020

 

 

 

 

·       Description of position:

GLO+UHC project technical assistant is assisting the project to achieve the overall goal.

She/he will be supervised by the JICA coordination expert of this project.

 

o   Develop concept and programme of, and execute, events and visits, with careful coordination with stakeholders

o   Prepare documents for meetings and record the discussion in English

o   Facilitate communication with Japanese experts and Thai project partners

o   Conduct research on publications and policies into written documents

o   Translate documents between Thai and English as needed

o   Assist the project members and counterparts of NHSO, MOPH and IHPP upon request to achieve objectives of the Project including logistic and administrative support

 

 

Specific tasks will be laid out in a job description, which will be shared with the successful candidate.

 

Expected Qualifications:

o   Graduate degree (Master or beyond) in public health, healthcare, public affairs, diplomacy, international cooperation/development, or related areas.

o   At least two years of working experience at government/public sector or international agency/organization

 

Skills and Competencies:

o   Oral and written proficiency in English and Thai, plus preferably Japanese

o   Computer literacy (office skill to use Microsoft Word, Excel, PowerPoint)

o   Effective interpersonal communication

o   Problem solving

o   Planning, coordination and convening events

o   Working in a team as a part of an organization

 

REMARK: We will be unable to provide visa and work permit to a non-Thai national.

 
  1. Contract term:

1 March, 2019 (or upon availability) - 30 June, 2020.

A probationary period of three months applies.

The first day of work can be discussed.

 

  1. Remuneration:

Monthly salary approximately 25,000-35,000THB/month, depending on his/her qualification and performance
