POSITION DESCRIPTION:

POSITION TITLE:                Regional Awards Officer (Contracts and Grants)

LOCATION:                         Bangkok, Thailand                                                          

DEPARTMENT:                     Awards Management Unit

REPORTS TO:                      Associate Director Awards Management

 

POSITION SUMMARY:  

This is a regional position requiring extensive travel to support compliance management of a diverse portfolio of global awards including contracts, grants, cooperative agreements, and sub-awards.  Assess award-related work flows and support the development and implementation of systems to strengthen compliance with award terms and conditions as well as applicable regulations and Winrock International (WI) policies and procedures. Provides hands-on support and training on award-related issues.  

 

MAJOR RESPONSIBILITIES:

  • Provide on-site project and regional trainings on sub award management to project staff and sub grantees, provides on-site support in implementing systems that comply with WI and donor requirements and focus on building capacity of relevant project staff to manage sub awards.
  • Reviews assigned documents prior to signature and works to ensure the best possible terms for WI.
  • Provides guidance and identifies training needs for the program units to ensure award functions are implemented consistently across the global organization.
  • Coordinates with program staff to develop, analyze, revise, amend, review and negotiate contract documents, including, contracts, grants, cooperative agreements and subawards.
  • Reviews sub awards and modifications as assigned, notifies Associate Director of problems and risks, and takes the lead in researching disputes concerning contractual issues.
  • Supports program start up and close out to address and ensure compliance with sub award management requirements
  • Remains current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions to staff on pertinent topics.
  • Provides guidance and advice to program staff on award compliance issues and questions.
  • Vets all issues outside of standard policies and procedures with the Associate Director.
  • Maintain up-to-date awards management filing and tracking system based on institutional standards.
  • Provides in-country gap/staffing coverage and support to programs, as needs arise.
  • Projects a qualified appearance and cooperative attitude, maintains high ethical standards of integrity; respects confidentiality in representing WI to ensure a professional representation at all times.

 

QUALIFICATIONS AND BACKGROUND:

This position is open to Thai Nationals only

Education/Experience:       

BS/BA in Business Administration, International Finance, International Affairs, or related field, with minimum of 6 years relevant experience in a business setting or work in a regulatory environment; or MS/MA/MBA with minimum of 4 years relevant experience; or equivalent combination of education and experience       

Skills/Knowledge: 

Knowledge of USAID regulations FAR, AIDAR, CFR and some experience working with other agencies (i.e. USDA, DOL) and funders. Strong workflow management skills; flexibility; good interpersonal skills; ability to write clearly, accurately and concisely; strong organizational skills for managing and coordinating a variety of tasks simultaneously; attention to detail; team player; demonstrated training/mentoring skills a plus. 

This position requires extensive travel within Asia, Africa, and to the United States, as needed.
