M&E and Program Specialist
Location: Bangkok, Thailand

The Mission
International Justice Mission (IJM) is a global organization that protects the vulnerable from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems so they protect the vulnerable from violence and abuse long-term. IJM is a global team of lawyers, social workers, fieldworkers and other professionals. IJM has 17 field offices across the globe, including multiple offices in Southeast Asia.
IJM has worked in northern Thailand through IJM’s Chiang Mai field office (FO) since 2000, partnering with government authorities on hill tribe Thai citizenship cases and cases of sexual violence against children. In 2017, IJM established a new field office in Bangkok and in 2018 IJM Foundation was established to provide support to Thai authorities to eliminate labor trafficking and forced labor from the Thai fishing and seafood industries. IJM Foundation lawyers, fieldworkers, social workers and other professionals will support Thai law enforcement, social services and the judiciary to identify and prosecute cases of forced labor and labor trafficking crimes and restore labor trafficking survivors to safety and strength.
The Need
IJM Foundation is seeking an M&E and Program Specialist to support the Foundation Director and program leaders by compiling, reviewing and analyzing information about program activities and results. This will allow for timely decision-making, ensure accountability, and provide the basis for evaluation and learning. This position reports to the Foundation Director.
Responsibilities
Monitoring and Evaluation (M&E)
- Contribute to the development and periodic update of the program’s M&E plan, learning and use plan, and theory of change pathway.
- Compile data on program indicators, ensuring that all program indicators have data regularly collected and appropriately stored from verifiable sources according to the program’s M&E plan.
- Conduct regular analysis of program data, supplying data and analysis as needed for program related reports, reviews and decisions.
- Together with IJM’s Director of M&E, design data collection processes and tools.
- Guide program teams in using and maintaining data processes and tools.
- Work closely with all program staff to ensure project activities are well documented, including thorough and well-organized filing systems with supporting documents.
- Implement regular data quality audits of program monitoring data and work with teams to correct data errors.
- Identify additional M&E needs and ways to measure the current programs.
- Support M&E and learning projects within the office and in collaboration with IJM regional and global teams.
Program Implementation Planning and Review
- Assist the Foundation Director, Finance Manager, Program Manager and other program leaders in developing draft budgets, reviewing budget to actual and projected spending during the year, and working with Regional Program Managers on monitoring restricted spending portions of the FO budget.
- Assist the Foundation Director and Program Manager in preparing for and following up on quarterly program reviews and other program review meetings.
Other
- Maintain detailed familiarity with the foundation program and its implementation by participating in team meetings and a variety of internal and external program activities.
- Act as a liaison with the IJM regional team and other offices on program and M&E issues, sharing knowledge and lessons learned.
- Participate in regular Foundation program support team meetings, and IJM regional/hub M&E team meetings.
- Carry out additional projects as assigned by the Foundation Director.
- Maintain confidentiality of privileged and sensitive information.
Required Skills and Experience
- Bachelor’s degree in Management, Statistics or a related field; graduate degree preferred
- Minimum of 2 years of experience in program monitoring, data management and/or evaluation – including any of:
- designing, managing, or monitoring a program
- conducting data quality audits or quality assurance assessments
- capturing, synthesizing, and analyzing qualitative and quantitative data
- Excellent analytical, critical thinking, and problem-solving skills.
- Good interpersonal skills with an ability to present data in a digestible way
- Advanced proficiency in Excel and comfortable with learning new computer software programs
