This document sets out the terms on which Raks Thai is aiming to hire the professional services of a consultant/center of research to carry out a study on Existing strategic and implementation gaps of regional and local policies and resources with regards to climate change adaptation for ethnic minorities in Northern Thailand, especially in the Chiang Mai Region

Background
1. Objective
The objective of the study is to inform the project policy advocacy strategy to better integrate climate change adaptation (CCA) concerns into regional and local policy frameworks and ultimately improve implementation of such policies.
The study should include the 4 following components:
* Overall review of national policies for adaptation, including mechanisms and processes for decentralization and effective implementation of adaptation actions by government, non-government and private (when relevant) actors at the national level;
* Analysis of policies at regional and local levels (incl. tambon and provincial levels), highlighting the existing gaps in terms of CCA (gaps in CCA policies and gaps in integration of CCA into sectorial or development policies) based on Raks Thai’s vision of CCA (including namely: participatory and forward-looking planning, community sustainable water and land management, SuPER Agriculture1 and natural resource management, gender equality in adaptation)
* Actual implementation of those policies in the Chiang Mai region and in particular in target SAO and how this has been effectively decentralized in terms of distribution of decision-making power and resources
* Understanding of existing support schemes (financial and other types of support, formal or informal) from LAOs or CSOs that do exist at sub-national level to support CBA implementation plans (planning, water, land, agriculture, women fund) and requirements to access them.
* Recommendations for the project in terms of policy advocacy and activities (workshops, awareness raising events, training, etc.) to be carried out at community and SAO level should be proposed, based on the analysis conducted.
2. Scope of work:
The scope of the consultancy will cover all the necessary activities to carry out the study. The consultant(s) will, in consultation with Raks Thai:
* review the basic project documents (including project factsheet and proposal), reports, case studies and other relevant documents as provided by CARE,
* propose a methodology and timeline to carry out the study,
* carry out a complete desk review of relevant policies, ongoing initiatives/efforts in similar contexts,
* plan and carry out interviews (in-person or remotely) as relevant,
* analyze the collected data,
* produce a final report (in coordination with the project team – at least 2 back-and-forth revisions to plan),
* present the final results to the team (ppt format).
3. Deliverables:
The following deliverables are to be submitted to CARE:
I. A substantive workplan together with an appropriate timeline detailing on the steps of the consultancy
II. A detailed plan for carrying the study specifying the approach, methodology, strategic objectives and analysis planned, including:
- a list of specific deliverable/s for every stage,
- a list of key informants to be interviewed
- a list of documents to be reviewed,
- support required for connecting different actors, etc.
to be approved by CARE France and Raks Thai.
III. Draft study report in Thai
IV. Final study report in Thai – maximum 30 pages excluding annexes (and 5 page summary ideally in English if not possible in Thai)
This must at a minimum level contain:
a) Table of content
b) Executive Summary (5 page max)
c) Introduction
d) Objectives of study
e) Methodology
f) Findings
g) Recommendations for project (policy advocacy and access to funding for communities)
h) Conclusions
i) Annexes
V. Power point presentation in Thai (and materials available in English as well ideally)
4. Qualification
* Public policy background and solid experience in policy analysis study
* Strong knowledge of climate change adaptation and development policies at national and local level - Knowledge on agricultural, water, land use policies particularly appreciated.
* Good interpersonal skills, including the ability to conduct discussions with diversified people, particularly government officials, academics and communities.
* Experience of working with NGOs
* Demonstrated analytical, communication and report writing skills
* Proficiency in Thai – English a plus.
5. Reporting
The consultant will report to and be in regular contact with WtRF Project Manager in Chiang Mai and Raks Thai Environment Manager.
6. Logistic Support:
Selected consultant / consulting firm / university will be responsible for all logistic supports like transportation, human resources, stationery, accommodation, perdiem and any other expenses.
7. Documents to be submitted by the consultant:
Need to submit one financial and one technical proposal separately. Along with the technical proposal, consultant/firm’s need to include CV’s of the consultant.

I. Cover letter – maximum one page
II. Technical proposal – Maximum 6-8 pages
a. Relevant experience of the consultants / consultancy firm
b. Understanding of the assignment / objectives of the study
c. Detailed Proposal for the methodology
d. Proposed timeline for completing the study
e. A plan for analysis of the data
f. Team composition
* Financial Proposal – (In EUR)
a. Financial Proposal – Maximum one page
b. Breakdown of cost estimates for services to be rendered.
c. This should include, but not be limited to: daily consultancy fees, accommodation costs; transportation cost, ….
d. Vat/Tax calculation
