Consultant for Human Resource Expert

(PROCEED Project)

  1. Summary of the project

The PROCEED project implemented by Save the Children (SCI) is funded by a private donor and aims to empower children, especially the most at-risk girls and boys from ethnic minorities including stateless children, and provide them with knowledge and skills on child rights, child protection, life skills and sexual reproductive health. The project’s duration is for 4 years from 2017-2020 in the 2 provinces of Chiang Rai and Mae Hong Son, and will reduce childens’ risk of sex work, being abused or exploited and being affected by early pregnancy.

SCI works with the 4 implementing partners in Chiang Rai and Mae Hong Son such as 1) ECPAT Foundation 2) Highland People Education and Development Foundation in Chiang Rai 3) Legal Status Network Foundation and 4) The Life Skills Development Foundation in Mae Hong Son. In order to achieve the impact of the project effectively, and to sustainably build capacity of partners to continue working on child protection effort in the areas, project then needs transparent manner and participation from partners. This requires guidance on how to manage the human resource aspect of the institutional strengthening including the processes that need to be put in place to ensure the smooth management from the current situation to a more efficient and effective service. To strengthen HR Management capabilities to support the implementation of PROCEED project, an experienced Human Resource Management Professional will be engaged to develop an effective HR Management environment of PROCEED implementing partners.

The purpose of this consultancy

Save the Children seeks a consultant to strengthen the human resources management capacity of PROCEED’s implementing partners. The consultant expects to access, develop training (s), provide recommendation, and provide individual support or coaching, if it is necessary, on HR management of each and every PROCEED implementing partners, based on the needs assessment and requirements from PROCEED implementing partners.

  1. Scope of this consultancy

The Human Resource Consultant works together with SCI and more specifically the implementing partners in reviewing the human resource system of four PROCEED implementing partners. The consultant will also be expected to carry out the training (s) to strengthen partners’ human resource management capacity according to the result of the assessment.

  1. Objectives and Deliverables

The overall objectives of this consultancy include:

  1. To identify gaps in HR policy and capacity by reviewing the current HR management system of each partners;
  2. To conduct one comprehensive training on strengthening HR management system for all partners based on the results of review process;
  3. To consolidate recommendation on how to strengthening HR management system for each partner;
  4. To provide individual support and coaching to each partner based on agreed actions for each partner.

-SCI provides every partner’s HR policy/document and contact to consultant upon the signing contract

 

-SCI provides comment on the conception note/inception report within 2 days

2. Based on the review, both by documents and primarily interview, identify gaps and area of improvement of every partners so as to develop and deliver one comprehensive training on strengthening HR management system for every partners.

-SCI is the focal point person for administrative and logistics arrangement of partners.

SCI will review and provide feedback on the training module within 7 days.

3.After the training, conduct in-depth analysis, by, for example, reviewing the documents, in-depth interview, or pay a field visit, in order to prepare the recommendation on how to strengthening HR management system of each and every partners.

4. To provide individual support and coaching to each partner based on agreed actions for each partner.

SCI provides comments of the report within 7 days

 Note that all deliverables will be reviewed and must be approved by the Save the Children’s PROCEED Project Coordination with support from Senior Support Service Manager and HR Coordinator.

All materials collected in the undertaking of this consultancy process should be lodged with SC PROCEED Project Coordinator and Focal Person of each partners.

All activities and deliverables must adhere to SC’s child safeguarding policy and ethical research guidelines, available upon request and/or provided in advance of contract signing.

  1. Consultancy Timeframe & Management

The consultancy service period for the whole assignment from January 2019- May 2019.

Consultant qualifications and profile

  • At least master’s degree with specialisation in Human Resource/Public Administration
  • Experience in with team and organisational building, preferably in the NGOs sector;
  • A knowledge of modern Human Resources Development techniques and an understanding of organizational theory and practice
  • Expertise in issues related to Human Resource Management
  • Thai and English language proficiency
  • Ability to work within strict deadlines

Management of consultancy

  • The consultant will report to the Project Coordinator who oversee the work with support from Senior Support Service Manager and HR Coordinator
  • Save the Children should approve all plans and documents developed by the consultant before it is finalized.

Consultancy Budget

The consultant is requested to submit the proposal and detailed budget with his/her application letter. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the assessment such as materials, accommodations and travels, will be covered by the consultant  

The Consultant is responsible for their own tax as self-employed persons for the withholding tax.

The travel costs and accommodation during this consultancy period will be covered and arranged by the consultant.

  • A detailed budget plan in THB (including travel and other costs)
