DAI (Thailand) Limited, an international consulting firm, is recruiting highly qualified and motivated persons to work on a new USAID-funded program in Thailand. The period of employment for these positions is for one year initially with possibility of extension. Posts are based in Bangkok and/or Songkhla.

 

TOGETHER project | Senior Program Manager (Songkhla)

 

Responsibilities: 

  • Supervise and provide guidance to the Songkhla-based Program Development Officers, Grants Manager and Operations/Administration Officer;
  • Maintain relations and consult regularly with Royal Thai Government counterparts, local and international CSOs, universities and donors active in the Deep South on development, political, security and access issues;
  • With the Chief of Party and Deputy Chief of Party, assist in strategic planning and development of annual work plans and monitor their implementation;
  • Identify capacity building and technical assistance needs of Royal Thai Government officials and local CSO counterparts, and assist in the design, management and implementation of associated activities in support of Together objectives;
  • Lead the design and writing of proposals, grant agreements and sub-contracts, and ensure completion of technical scopes of work and implementation plans in accordance with USAID and DAI regulations;
  • Ensure the clarity, completeness and accuracy of the USAID and DAI grant and sub-contract policies, procedures and reporting requirements;
  • Submit proposals to USAID AOR for consideration and approval, as required;
  • With the Senior Grants and Procurement Officer, ensure that information on grant and sub-contract development and implementation is accurate and complete, and shared with USAID as required;
  • Lead the development of STTA scopes of work and associated approval documentation, and in the recruitment and mobilization of experts;
  • Monitor and assess the impact of Together activities, with a focus on how grant and sub-contract portfolios in specific geographic locations contribute to broader Activity objectives, through frequent visits to the field and interviews with participants and beneficiaries;
  • Ensure performance monitoring data in project databases are complete and accurate;
  • Keep abreast of national and regional political, social, economic and humanitarian developments and prepare and deliver written and oral briefings when requested; and
  • Other duties consistent with the overall focus of the assignment as assigned by the Chief of Party.
  • Assist the Chief of Party with Activity reporting tasks, including quarterly and annual reports, success stories and other reports as required and requested by USAID and DAI;

 

Qualifications:

  • Minimum 15 years of professional experience in local, regional and national programs addressing public policy and government systems, governance, media, social inclusion and gender issues, with focus on the Deep South;
  • Experience working with local government, universities and CSOs in the Deep South, and strong relationships with government officials, academics and CSO leaders;
  • Strong management skills and ability to lead a diverse staff;
  • Advanced University degree in related field, including political science, sociology, public administration, economics;
  • Experience designing and managing a portfolio of activities;
  • Deep knowledge and understanding of governance issues in Deep South, Thailand;
  • Knowledge of and working experience with USAID grant policies and regulations;
  • Excellent public speaking, facilitation and communications skills; and
  • Fluent in written and spoken English and Thai Language. Fluency in Pattani-Malay language an asset.
