JOB DESCRIPTION

Position:                                 Regional Grants Manager, Greater Mekong

Reports to:                             Regional Business Manager, Greater Mekong

Location:                                 Bangkok, Thailand preferred, but potentially another WCS Greater Mekong Region country office if appropriate

Country Program/Sector:      Global Conservation Program – Greater Mekong

Position Type:                                    Full-time

Internal liaison:                      Country Program staff, Greater Mekong Regional staff and Global NY-based staff

Expected travel:                     Potential travel to WCS country offices in Thailand, Laos, Cambodia, Myanmar, Vietnam, and China, and headquarters in New York, USA

With more than a century of experience, long-term commitments in dozens of landscapes, presence in more than 60 nations, and experience helping to establish over 150 protected areas across the globe, WCS has amassed the biological knowledge, cultural understanding and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities. In the Greater Mekong Region has Country Programs in Cambodia, China, Laos, Myanmar, Thailand and Vietnam and is managed through a dispersed regional network with a developing administrative/financial hub in Bangkok.

 

Job Summary:

The Regional Grants Manager, Greater Mekong will oversee and monitor WCS grants in the Greater Mekong region, acting as the main focal point in grant award and contract management throughout the project lifecycle from proposal until close out.

 

Major Responsibilities:

  • Review all grant and contract proposal budgets to ensure accuracy, appropriate core cost recovery and WCS and donor compliance.
  • Coordinate with country programs to ensure full understanding of WCS and donor compliance requirements on all grants and contracts.
  • Review all grant agreements and contracts, including modifications.
  • Provide support to prepare and review relevant sub-grant, sub-contract, consultancy and service agreements to ensure compliance to donor and WCS policy.
  • Support country-level grant and contract administration and track financial and procurement performance and compliance to WCS and donor requirements throughout the project lifecycle.
  • Coordinate with country offices to ensure relevant employee effort reports are on time and costs are correctly allocated.
  • Consolidate and/or review for accuracy financial reports and invoices for grants and contracts and ensure timely submission to donor.
  • Develop a grant management tracking system, maintaining an accurate database of regional project funding, including contracts, project budgets, and donor-specific procedures and regulations.
  • Provide support to audits as required by the Regional Controller, Greater Mekong.
  • Provide appropriate capacity building support to relevant staff i.e. via on-job-training, group calls, meetings or training workshops.

 

Minimum Requirements:

  • Bachelor degree required. Related program of study such as finance, accounting, economics or business strongly preferred.
  • Proven grant and financial management experience in an international or non-governmental organization (3+ years) in a multi-funder environment required.
  • Experience in managing substantial (>USD 750,000) US Government grants and/or contracts (i.e. USAID, DTRA, INL) required; additional experience of European Governments, UN and/or other bilateral/multilateral grants preferred.
  • Willing and able to be responsive and have efficient communications with colleagues in both New York as well as in Asia, regardless of time zone. And available to travel as needed to NY and throughout Asia.
  • Language requirement: English fluency written and oral.
  • Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent).
