Job Description

Job Title:  Operations Support Officer

Band / Level / Grade: 8B

Department: Operations

Location: Mae Sot, Tak

 

Background/IRC Summary:   The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

 

Job Overview/Summary: The Operations Support Officer is responsible for the management and safeguarding of all Assets and Procurement for Health program (Exclude Environmental Health) in Tak field. This position is to ensure that high quality Supply Chain support is provided to Tak field where appropriate.

 

Major Responsibilities:

 

Assets and Property Management

  • Ensure all assets are updated according to staff movement in Prologs and report assets condition to Deputy Field Coordinator for Operations.
  • Process Equipment Issue/ Equipment Return documents need to be update every monthly and filing correctly.
  • Update Monthly Asset and Property and submit to Deputy Field Coordinator for Operations.
  • Do Physical counts for Asset and Property every September and grant end closing.
  • Report and document all broken assets and moved assets to BKK Supply Chain.
  • Prepare asset disposal forms and submit to Supervisor.
  • Ensure numbers tagging of all assets are correct following Asset and Inventory Report.
  • File Asset as required by Logistics manual.
  • Ensure Asset and inventory documents are complete, retrievable and ready to be audited or use as reference.
  • Submit Asset and Property report for global insurance in July.
  • Update Authority to Receive Schedule.
  • Maintain inventory of emergency items and prepare relevant report to Deputy Field Coordinator for Operations.

 

Procurement for Health program (Exclude Environmental Health)

  • Review and ensure procurement request is duly signed and track all requests in the BVA system
  • Transparently Execute all steps in procurement process per IRC Procurement procedures and policies for items within authorized limit (Applying Thresholds),
  • Issue RFQ to suppliers according to openly selection process/criteria by Procurement Threshold, and follow up quotation/information from vendors.
  • Prepare bid analysis with justification for approval process from concerned parties.
  • Prepare PO according to selection processes, and send to approvers, and monitor delivery and check all procurement documents follow IRC Threshold.

 

Key Working Relationships:

Position Reports to:  Deputy Field Coordinator for Operations, Tak

Technical Oversight/ Support by: Senior Procurement Officer-Tak, Supply Chain Manager -BKK

Technical Oversight/ Support to: Programs and operations staff

 

Job Requirements:

Education: At least Diploma in Management.

 

Work Experience and/or Demonstrated Abilities: 

  • Experience in general or NGO Supply Chain is preferable
  • Ability to priorities tasks and work under pressure/ respond to urgent requests
  • Computer literate with strong word processing skills
  • Strong skills in time management
  • Strong skills in task prioritization

 

Language(s.):  

  • Good command of written and spoken English and Thai

 

Other: 

  • Good team work skills
