Position Description

 

POSITION TITLE:                           Program Officer, USAID Asia CTIP Program

LOCATION:                                      Bangkok, Thailand

DEPARTMENT:                                Civic Engagement and Social Equity

REPORTS TO:                                 Chief of Party, USAID Asia CTIP Program

 

POSITION SUMMARY:

 

The USAID Asia CTIP program is a five-year regional initiative aimed at addressing human trafficking risks, providing appropriate responses that transcend borders, and protecting the rights of vulnerable and trafficked persons. The USAID Asia CTIP program is implemented by Winrock International and its implementing partners – Resonance, NEXUS Institute, and Liberty Asia.  The program addresses human trafficking in Asia through activities conducted under three components: Force Multiplier 1 (FM1): Strengthening learning around trafficking in persons and interventions; Force Multiplier 2 (FM2): Improving coordination and cooperation between source, transit and destination countries; and Force Multiplier 3 (FM3): Leveraging private sector engagement to reduce trafficking in persons in target sectors.

The Program Officer will provide technical support on program activities to ensure the quality, timeliness, and efficiency of all products and activities. S/he will assist program staff with qualitative and quantitative research, data collection and monitoring, database management, M&E, partner and stakeholder outreach and reporting to USAID.

ESSENTIAL RESPONSIBILITIES: 

Under the management of the Chief of Party s/he will work closely with FM leads and the Communications Manager to:

  • Assist in the development and implementation of programs (FM 1 – FM3) and related activities: partnerships, trainings, workshops and events;
  • Provide background desk research to support program and grant design and development;
  • Liaise with the operations team on coordination of program activities and events;
  • Handle the day-to-day tracking and reporting on project activities and enter data on USAID Asia CTIP’s management information system (DevResults);
  • Monitor the results of the program’s activities and provide a quarterly analysis of achievements against targets as a part of the project’s quarterly reporting process;
  • Liaise with Winrock country CTIP programs to support regional data collection and management;
  • Contribute to the USAID Asia CTIP program and its partners’ documentation of activities, progress, outcomes and learning from each Force Multiplier;
  • Support Communications Manager to develop and disseminate learning and out-reach products;
  • Serve as point person on USAID TrainNet, including collecting and sharing data for project;
  • Other duties as may be requested by the COP;

 

QUALIFICATIONS:

  • Master’s degree preferred, Bachelor’s degree in a relevant field required from an accredited academic institution with 2 years of relevant professional experience;
  • Excellent quantitative skills with experience in data management;
  • Experience working on regional initiatives in Asia, especially on CTIP preferred;
  • Demonstrated understanding of data analysis, monitoring, and evaluation of development activities, including activities relating to gender equality and inclusive development;
  • Open to change, to apply continuous learning and critical assessment;
  • Strong accountability, professionalism and team-work;
  • Ability to communicate effectively in English, both written and oral;
  • Strong interpersonal and communication skills;
  • Advanced computer skills, particularly in the MS Office suite of programs.

 Note:  This position is for Thai Nationals.

 

SALARY:

The annual salary will be commensurate with qualifications and experience.
