The ICRC Regional Delegation in Bangkok seeks to fill the following position:
Regional Cooperation Coordinator, based in Bangkok
We are looking for a team player with a can-do attitude to join our team.
The Regional Cooperation Coordinator is the focal person of the Bangkok Regional Delegation, which covers seven countries (Thailand, Cambodia, Viet Nam, Laos, Singapore, Brunei, and Malaysia), for matters related to the Movement and actively fosters and coordinates positive relationships with the Movement components, particularly with the National Societies in the four countries. S/he works closely with the delegation’s management to develop its Movement Cooperation strategy and provides regular analysis of Movement trends that may impact the ICRC’s operations. S/he implements the delegation’s Movement Cooperation objectives in line with the ICRC’s Movement policy and in consultation with the National Societies. S/he advises the management of Mekong Mission on the Movement Cooperation and technically supervises the Cooperation file holders in Cambodia, Viet Nam and Laos.
ACCOUNTABILITIES AND RESPONSIBILITIES:
· As a member of the Coordination Team of the Bangkok Regional Delegation, contributing to setting the operational strategy by promoting and clarifying the strategic role and respective capacities of the National Societies (NSs) and other Movement components:
o provides analysis on the Movement Cooperation according to the changes in the context and
trends
o establishes the delegation’s strategy on the Movement Cooperation.
o provides technical advices to other metier of the delegation to ensure that the partnership and joint
activities with the NSs and other Movement components are aligned with the delegation’s
· Guides the development of joint procedures and operational partnership arrangements, enhances the partnership skills of the delegation’s management and staff, and oversees risk-management and accountability activities related to Movement partnerships.
o Maintains an overview of the agreements, ensuring their effective implementation.
o Facilitates and supports the renewal and revision of existing agreements with the NSs.
o Implements Due Diligence Assessments with the NSs on a regular basis.
o Supports and monitors the financial/administrative management for the joint activities.
· Ensures that operational partnership objectives and the ICRC’s overall input and strategies vis-à-vis the NS
contain appropriate elements of capacity-building and the Safer Access Framework so that the skills development and sustainability of the NS are enhanced.
o Provides technical support and monitoring for the implementation of the SAF Plan of Action (PoA)
o of the Cambodian Red Cross.
o Provides technical support and integrate SAF in its joint programmes with Viet Nam Red Cross
· Fosters a common strategy among Movement partners for supporting the NS, particularly regarding integrity, revisions to legal basis and statutes, protection of the emblem/campaigns for correct use of the emblem and development/revision of laws on the emblem.
· Develops and maintains a comprehensive overview of the Movement’s activities, capacity and affairs; advises the Head of Delegation and other ICRC staff on the ICRC’s position within the Movement, relationship management and coordination activities.
· Guides the delegation in finding proper models for Movement Cooperation in terms of leadership, operational coordination, communications and fundraising.
· Coaches and technically supervises the Cooperation team of the Regional Delegation.
YOUR PROFILE:
· University degree or equivalent qualification (international relations, public policy, social sciences, humanitarian or development related degrees).
· Excellent command (spoken and written) of English.
· Ten (10) years of professional experience in international humanitarian work, prior experience working with the Movement is highly preferred.
· Demonstrated team leadership and strong analytical skills.
· Strong communication, presentation, and facilitation skills.
· Excellent networking and interpersonal skills.
· Advanced computer literacy, including strong proficiency in Microsoft Excel, and familiarity with social media platforms and digital tools.
· Mature professional profile with a solid understanding of humanitarian environments and issues, combined with assertiveness and strong cultural sensitivity.
