Position Description

 

POSITION TITLE:                          Deputy Chief of Party, Thailand Counter Trafficking in Persons (TCTIP)

LOCATION:                                     Bangkok, Thailand

DEPARTMENT:                               Civil Society & Education  

REPORTS TO:                                 Chief of Party (COP)

 

Position Summary:

The Deputy Chief of Party provides management and technical expertise to assist the Chief of Party (COP) in implementing a high-quality, results-oriented counter trafficking-in-persons (TIP) program in Thailand that covers the “three Ps”: prevention, protection, and partnerships.

 

ESSENTIAL RESPONSIBILITIES:

The Deputy Chief of Party is responsible for assisting the COP in overall project management, supervision, administration, and implementation of the program. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including the Government of Thailand and private industry stakeholders, subgrantees and/or subcontractors); substantially contribute to the preparation and submission of technical and financial reports; and act as a coordination point with the USAID Asia CTIP program, a Winrock-implemented regional program working to strengthen national and local government efforts to combat TIP, improve CSO advocacy, and increase private sector partnerships to assist survivors and those at-risk.

  • Assist COP with overall project management, which includes developing and overseeing annual planning; timely, quality implementation of activities; monitoring and evaluation of project implementation, as well as supervision and professional development of staff
  • Contribute to technical direction and activity implementation in areas agreed upon with the COP;
  • Provide technical assistance and support to governmental and nongovernmental partners
  • With support from field and home office staff, prepare and timely submit reports and other donor deliverables
  • Represent the project and Winrock to donors, local and national government entities, the media, NGOs, and the local business community as needed
  • Develop strategies for working with multinational bodies, national and local government, private sector partners, civil society actors, trainers, TIP victims, and other stakeholder groups
  • Serve as acting COP when the COP is away from post
  • Carry out other tasks as designated by COP
  • Other duties as assigned.

 

QUALIFICATIONS:

Successful candidates will have strong management skills as well as salient experience implementing counter-trafficking, human rights or related development projects in Thailand.

 

Education:          Advanced degree or equivalent in experience in international relations, social science, political science, or other related field.

 

Experience:       

  • Applicants must have a minimum of 7 years’ experience managing and implementing human rights related development projects in Thailand.
  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
  • Financial management, budget monitoring experience.
  • Demonstrated experience managing and motivating staff and partners

Skills/Knowledge:       

  • In-depth knowledge of issues related to human trafficking in Thailand and relevant stakeholders
  • Understanding of gender equity and social inclusion considerations in human rights programming
  • Excellent writing skills in English and Thai
  • Strong verbal communication skills in in English and Thai
  • Excellent diplomatic and public relations instincts
  • Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization
  • Demonstrated creative problem solving, conflict, and ethical management skills
  • Computer literate in word processing, spreadsheet, and presentation software
  • Readiness to travel frequently

SALARY:

The annual salary will be commensurate with qualifications and experience.
