UNIDO Thailand is implementing “Greening Industry for Low Carbon Technology Applications for SMEs” project. Project Management Unit (PMU) is seeking candidates for 2 positions,

1. Project Engineer (Technical) and 

2. Project Engineer (Energy),

as the following information.

ORGANIZATIONAL CONTEXT

United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. Accordingly, the Organization’s programmatic focus is structured in three thematic priorities, each of which represents different aspects of ISID: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment.

The position is located in UNIDO’s Department of Energy (ENE), which assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.

The main strategic focus areas of ENE are: first, to provide integrated energy solutions to industry by promoting energy efficiency; secondly, to deliver renewable energy technologies as well as enhancing access to energy to promote productive activities as a major contribution to reducing rural poverty; and thirdly, to champion industrial energy perspectives in the global debates about sustainable industrial development and climate change mitigation and adaptation. In addition, the Department acts as the focal point within UNIDO for all strategic energy and climate change partnerships, networks and conventions including UN-Energy, Sustainable Energy for All (SE4All), and United Nations Framework Convention on Climate Change (UNFCCC).

PROJECT CONTEXT

The project's objective is to promote and support adoption of energy efficient practices and technologies in selected Small and Medium Enterprises (SMEs) in Thailand for improved competitiveness and a greening of industry. The proposed project is designed around two substantive components and aims to create demand for low-carbon technologies through policy support, awareness raising activities and capacity building of government, financial institutions, industries, technical personnel, as well as the implementation of demonstration projects to encourage the adoption of such technologies in SMEs. These interventions will create an environment conducive to increased investment in low-carbon technologies and energy efficiency improvements by SMEs in Thailand. Until now, a targeted approach to catalyze investment in low-carbon technologies at the SME level of Thailand has not been implemented, and as a result potential savings have been missed. The proposed project’s unique approach will have large replication potential beyond the project implementation period and scope, and thus accelerate the Thai Government’s strategy for SME development towards achieving higher competitiveness in the global market.

The project aims to:

  • Enhance the policy and regulatory framework through identification and improved understanding of existing gaps and barriers, resulting in key recommendations to develop enabling policies for Thai SMEs;
  • Raise the awareness and understanding of benefits associated with the adoption of low-carbon technologies and relevant financing schemes through awareness campaigns, improved information dissemination and establishment of an Online Information and Learning Platform;
  • Build the technical capacity on low-carbon technologies and EnMS of local technical experts, equipment and service providers, banking/financial institutions and industry;
  • Increase adoption of low-carbon technologies and EnMS in SMEs by implementing demonstration projects in 30 factories in targeted sub-sectors (food and beverage, automotive, and ceramics).

DUTIES AND RESPONSIBILITIES of 1. Project Engineer (Technical)

The major role of the Project Engineer (Technical) is to support the PMU to ensure effective implementation of the project activities. In particular, the Project Engineer (Technical) should ensure effective promotion of Energy Management adoption and awareness campaign, as well as promotion of the Online Information Learning Platform and monitoring of implementation results. Under the supervision of the National Project Coordinator (NPC), the Project Engineer (Technical) will support the project implementation relating to activities below:

2. Support the PMU in organizing and conducting workshops and trainings relating to the awareness, user and technical training for SMEs’ industry representatives as well as technical experts and equipment/service providers;

3. Support the PMU in coordinating and monitoring the collaboration between the partner enterprises and national experts;

4. Operate and maintain website and online media for the effective communication and network among the Project, national experts, and partnering enterprises in the training programs on energy management and low carbon technologies for SMEs;

5. Create content and conduct promotion of the Project, its activities and related information on online media;

6. Perform energy assessment and gap analysis on-site for selected SMEs;

7. Initiate data collection and perform relevant analysis to capture the results and impact of the Project and showcase success stories through case study development.

8. Support the development of a peer-to peer network among SMEs and manage the peer-to-peer database;

9. Initiate the development of, monitor, maintain and continuously improve the Online Information and Learning Platform (I&LP) on low carbon technologies for SMEs;

10. Support the PMU in monitoring the implementation of energy management and low carbon technologies in SMEs;

11. Inform the NPC of any risks or issues associated with the implementation’s outputs;

12. Perform any other duty as assigned by the NPC and UNIDO Project Manager.

The major role of the Project Engineer (Energy) is to support the PMU to ensure effective implementation of the project activities. In particular, the Project Engineer (Energy) should ensure effective communication among Project partners, Local experts and SMEs’ industry representatives in all activities under the project as well as support the execution of relevant project events. Under the supervision of the National Project Coordinator (NPC), the Project Engineer (Energy) will support the project implementation relating to activities below:

2. Support the PMU in developing draft training materials for all trainings, including awareness, user and technical training;

3. Support the PMU in organizing and conducting workshops and trainings relating to the awareness, user and technical training for SMEs’ industry representatives as well as technical experts and equipment/service providers;

4. Develop energy calculation spreadsheets and energy assessment report template, and distribute them to project partners and SMEs’ industry representatives;

5. Conduct training to project partners and SMEs’ industry representatives on the energy management concept and on how to use energy measuring instruments, energy calculation spreadsheets and the energy assessment report template;

6. Perform on-site energy assessment for selected SMEs factories;

7. Prepare action plans and energy technical reports as assigned by the NPC;

8. Prepare TORs for hiring local experts to provide specific training on energy implementation activities for SMEs’ industry representatives;

9. Review, comment and approve the final reports and/or other outputs as stated in the TORs;

10. Design an appropriate method to collect user characteristics in order to prepare the content for the Project’s Online Information and Learning Platform (I&LP), collect and convert the collected data into a format that can be easily analysed;

11. Support the PMU in monitoring activities related to the project implementations, retrieving substantive information on status of projects, outcome, output, key performance indicators (KPIs), risks, etc;

12. Prepare an analytical overview of Energy statistics with findings and recommendations on thermal energy (GJ), electrical energy (KW) and CO2 reduction (tCO2) and make a summary report of the Project’s progress and status of energy implementation;

13. Support the PMU in organizing the Project Steering Committee (PSC) meetings and other meetings;

14. Inform the NPC of any risks or issues associated with the trainings’ outputs;

15. Perform any other duty as assigned by the NPC and UNIDO Project Manager.

MINIMUM ORGANIZATIONAL REQUIREMENTS (for both positions)

 Education:

  • Advanced University degree in Engineering or in a related field.

Technical and Functional Experience:

  • At least 5 years of experience working in energy management and energy-related project implementation in industries;
  • Experience in dealing with industry representatives and familiarity with industrial facilities and processes;
  • Experience in website administration and the production of media content is an advantage;
  • Strong inter-personal skills, initiative and ability to work within a team and work under pressure;
  • Good organizational capacity and capability to handle sensitive matters and exercise discretion;
  • Familiarity with the United Nations System and with UNIDO’s and the donor’s rules and regulations is an advantage;
  • High level of computer skills, including proficiency in the Microsoft Office software package (i.e. Word, Excel, Power Point).

Languages:

Fluency in written and spoken Thai and a good command of English in both speaking and writing.
