Consultant for Baseline Study of VAW Project

Background:

Oxfam in Thailand, Thailand Association of Social Workers, the Women Network Overcoming Violence and Muslimah Women’s Club in Narathiwas are partnering to implement the EU-funded project, “Women Networks Increasing Accountability of Religious and Governmental Institutions to Reduce Domestic Violence in Deep South”, that has started from January 2018 to December 2020 (3 years).   The specific objective of the project is to establish an enabling environment for effective participation of women networks in the formulation and implementation of VAW reduction processes and in calling for policy accountability of governmental and religious institutions to cultural context in the Deep South.

 

Purpose of the Study:

The purpose of the consultancy is to generate comprehensive baseline information and to set the benchmarks for implementation and impact assessment.  It is expected that the qualitative and quantitative information will support project planning and support implementation team to better understand and ensure the progress and quality impact of the project interventions; inform different actions of the project; and be used as evidence to influence government institutions.  It will provide a baseline to measure the project results, impact and long lasting change in the lives of the beneficiaries at the end of the project.

 

Deliverables:

  1. A detailed work plan (inception report) by 31 October 2018 describing the findings from the literature review and how the consultant will implement the qualitative data collection within the research framework and timeframe outlined in this ToR. This work plan shall be submitted for review and approval by Oxfam before commencement of the qualitative data collection.
  2. The powerpoint presentation of the preliminary findings to the Baseline Committee (Oxfam and partner) on 7 December 2018
  3. The draft report in English by 17 December 2018
  4. Baseline Final Report in English with the length of 30 pages at the maximum in the form of 5 hard copies and 1 soft file. All raw data (including audio, visualized data, if any) and analysis frameworks and tools. Outline of report as in Annex. 1

 

Essential skills and qualifications for the consultant

  • Relevant university degree (postgraduate degree preferred).
  • Knowledge and experience of the project context (violence against women and girls, domestic violence, gender equality, Muslim and conflict context, women empowerment approach, transparency and accountability of duty bearers).
  • Experience in baseline and evaluation studies and relevant research.
  • Mother-tongue fluency in Thai.
  • Excellent English writing.
  • Have enough qualified human resources, i.e. research associates, data processors, etc. and other necessary logistics i.e. office space, accounts and administrative assistance and stationeries (if required) to do the assignment.
  • Strong analytical ability, cultural sensitivity, documentation and communication skills.

 

Application requirements

The individual/organization must submit the following documents along with Technical & Financial Proposal (including VAT and TAX). 

  • CV of the Lead Consultant’s (who will lead the assignment) Maximum 2 page highlighting related assignment completed with client name, contract person and contact details, role in the completed assignment
  • Other Team members (who will be involved in the assignment) one paragraph short CV highlighting related assignment completed and role
  • Technical Proposal (maximum five pages) according to the TOR, task to be accomplished as well as draft baseline framework and plan
  • Financial Proposal: should provide cost estimates for services rendered including daily consultancy fees; accommodation; transport cost, stationeries and supplies; costs related to persons that will take part during baseline process, etc. The Consultant should also use his/her own computer.
