Greening Industry Through Low Carbon Technology Applications for SMEs

PROJECT CONTEXT

The project's objective is to promote and support adoption of energy efficient practices and technologies in selected Small and Medium Enterprises (SMEs) in Thailand for improved competitiveness and a greening of industry. The proposed project is designed around two substantive components and aims to create demand for low-carbon technologies through policy support, awareness raising activities and capacity building of government, financial institutions, industries, technical personnel, as well as the implementation of demonstration projects to encourage the adoption of such technologies in SMEs. These interventions will create an environment conducive to increased investment in low-carbon technologies and energy efficiency improvements by SMEs in Thailand. Until now, a targeted approach to catalyze investment in low-carbon technologies at the SME level of Thailand has not been implemented, and as a result potential savings have been missed. The proposed project’s unique approach will have large replication potential beyond the project implementation period and scope, and thus accelerate the Thai Government’s strategy for SME development towards achieving higher competitiveness in the global market.

The project aims to:

  • Enhance the policy and regulatory framework through identification and improved understanding of existing gaps and barriers, resulting in key recommendations to develop enabling policies for Thai SMEs;
  • Raise the awareness and understanding of benefits associated with the adoption of low-carbon technologies and relevant financing schemes through awareness campaigns, improved information dissemination and establishment of an Online Information and Learning Platform;
  • Build the technical capacity on low-carbon technologies and EnMS of local technical experts, equipment and service providers, banking/financial institutions and industry;
  • Increase adoption of low-carbon technologies and EnMS in SMEs by implementing demonstration projects in 30 factories in targeted sub-sectors (food and beverage, automotive, and ceramics).

 

DUTIES AND RESPONSIBILITIES:

The Project Administrative Assistant (PAA) shall be responsible in providing administrative support to the operations of Project Management Unit (PMU) and ensuring the smooth functioning of administrative systems under the project.

The Project Administrative Assistant assists the National Project Coordinator (NPC) in the development, implementation and administration of the project activities and provides secretarial and administrative support. The duties normally include, but are not limited to, the following:

  1. Assist the National Project Coordinator (NPC) in management and coordination of the day-to-day operation of the PMU, including  administration, accounting and reporting;

  2. Screen incoming mail, keeping track of pending matters, follow-up on deadlines; type routine correspondence from draft; merge, correct, format and prepare final form of reports and other documents related to the project;

  3. Perform general administrative tasks (arrangements for meetings, budget monitoring); complete forms related to the recruitment of consultants, training and study tours;

  4. Keep general accounting related the project including:

  -       Proper recording of financial transactions and prepare a regular  report on the project’s financial status;

  -       Certifying correctness of journals, vouchers, bills, statement of  accounts, trial balance, budget estimates and other financial statement and records;

  -       Preparation of payroll and general voucher of salaries, and other documentary requirements for disbursements.

  5. Establish a record of management system for the project both in paper and electronic form;

  6. Maintain files of all personnel, consultants and subcontractors actively engaged in the project;

  7. Supervise the procurement of equipment, supplies and sundries as may be needed in the project, in accordance with UNIDO guidelines;

  8. Maintain an updated  inventory of all supplies and equipment and prepares guidelines for the proper use and maintenance of office equipment and properties;

  9. Supervise the overall administrative activities related to project implementation;

  10. Prepare and arrange travel plans and procurement plans for the project;

  11. Provide secretariat, administrative and logistic support to workshops, seminars and trainings including  necessary translation/interpretation tasks assigned by the NPC;

  12. Provide assistance to the technical operations of PMU;

  13. Organize the physical arrangement of the PMU’s office and ensure the neatness of the office;

  14. Perform any other duty as assigned by the NPC.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Bachelor degree in management or other relative fields.

Technical and Functional Experience:

  • At least 3 years of working experience in project implementation or secretary or administrative work
  • Skilled on the use of office software packages such as MS Word, Excel and Power Point, email, internet and running of office equipment
  • Strongly skilled in communication and diplomacy
  • Good organizational capacity
  • Ability to work with individuals from different cultural/national backgrounds
  • Familiar to government working culture is advantage

Languages: PAA shall be fully proficient in Thai and have a good command of English in both speaking and writing.
