Background

Working in partnership is central to Save the Children International’s (SCI) Theory of Change, and to the organization’s mission to inspire breakthroughs in the way the world treats children and achieve immediate and lasting change in their lives.

Thailand CO works predominantly with partners to deliver its programs. However, the CO does not have a localized partnership strategy framework that defines and articulates its direction with partners and its approach in engaging with partners based on the CO’s operating context, needs, and capacity of each partner. While there is an overall SCI framework on partnerships that identifies practice standards, different partners, program goals and contexts will require different approaches to specific partnerships. Senior Management Team (SMT) has identified the need to develop Thailand Country Office partnership Strategy 2019-2021.

Purpose

Develop Thailand Country office Partnership Strategy framework 2019-2021 to provide guidance to staff and partners on ways of working to achieve set goals, ensure that roles, responsibilities and accountabilities are clearly defined, and promote a common understanding and cohesion of activities among the various functions.

The strategy framework should be heavily informed by the approaches and learning from the civil society capacity building project, LEAP (Local Engagement to Advocate for Peace) in Thailand’s deep south.

Objectives and Deliverables

The consultant will deliver on the following objectives:

  1. Develop a contextualized partnership strategy and framework informed by the outcomes of partnership assessment held in 2017 and the LEAP Project approaches. Within the framework, the CO should define its strategic direction with partners and identify CO approach to partner identification, selection and engagement.
  2. From the result of partnership assessment in 2017, identify specific areas where partnership management communication with partners needs to be improved, and will develop and implement a plan to address issues as part of the overall action plan developed by the Partnership Working Group
  3. Develop an action plan governing the monitoring of partner’s organizational development plan identified in the partnership assessment and tracking of partner progress to determine if capacity building activities are adequate and effective.
  4. Develop partnership manual to guide staff in partnership management and support internal coordination and consistent messaging towards partners;

Language

All documents should be written in English and those that will be accessible to partners will need to be translated into Thai. This work is expected to be considered as part of the consulting services.

Travel

Some domestic travel to Save the Children field offices may be required. Travel costs (accommodation, transport, and flight only) will be covered by Save the Children as additional to the consultancy costs. Any interpretation needed is expected to be considered as part of the consulting service.

Management

The consultant will report to Sr. Program Implementation Manager with frequent communication and guidance from other Senior Management Team members and LEAP Project team.
