Program Officer – ASEAN Programs

The Asia Foundation’s Thailand Office is seeking qualified Thai applicants for the position of Program Officer for ASEAN Programs. The Foundation will be initiating a new program to support ASEAN Sectoral Bodies to implement planned activities under the ASEAN Convention on Trafficking-in-Persons (ACTIP). The Foundation is also likely to initiate a new program focusing on ASEAN’s role in addressing regional development challenges, and shaping regional development assistance. This position will play a central role in shaping and managing all new programs with ASEAN. This position will report to the Thailand Country Representative, who also manages the Foundation’s Southeast Asia Regional Cooperation programs.

This Program Officer will lead new programs that support ASEAN, through collaboration with ASEAN member states, the ASEAN Secretariat, ASEAN Sectoral Bodies, and ASEAN Dialogue Partners. The Program Officer is expected to have extensive engagement with the Thai Ministry of Foreign Affairs, particularly during their year as ASEAN Chair. She/he will shape program direction, lead intellectual and policy discussions, and strengthen partnerships with ASEAN, DFAT, the Thai Government, civil society, and leading experts. The position will also play a key role in raising the Foundation’s profile on ASEAN issues, through contact with the media, influential stakeholders, and the international community. She/he will play an important role in managing regional programs, and will be the Foundation’s key person in maintaining relations with relevant officials across the region who are involved in ASEAN-related initiatives.

The Foundation’s philosophy is to hire the most capable and talented people as first priority. Successful candidates will have work experience and academic qualifications in any of the following fields:  political science, development, public policy, government service, diplomacy/international relations, economics, gender/women’s empowerment, and social science research. Furthermore, the Foundation is particularly interested in candidates who are comfortable with public speaking, publishing, and engaging with government.  Key qualifications include:

• Extensive knowledge of ASEAN, including experience working for, or engaging with, the ASEAN Secretariat, ASEAN departments in Thai Government ministries, ASEAN sectoral bodies, or other ASEAN-associated entities
• Knowledge of focus issues, including trafficking-in-persons, women and children, and development cooperation
• Experience in managing programs or initiatives to support ASEAN or regional policy agendas
• Experience conducting research, and publishing research outputs
• Excellent written and spoken English
• Experience working in government or diplomacy is strongly preferred, though not essential
• Entrepreneurial, with a track-record of building new programs or initiatives
• Thai citizen (required)
• Advanced university degree (masters or doctorate) preferred but not required.
