A Study on Alternative Models of Care for Trafficking Survivors

BACKGROUND:

Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Winrock’s five-year Thailand Counter Trafficking-in-Persons Project, funded by the U.S. Agency for International Development (USAID Thailand CTIP) has goals to reduce trafficking in persons in Thailand and to better protect rights of trafficked persons. The research aims to review and compare various models of care to trafficking victims (men, women, girls and boys), including in-shelter, community-based, and other options, and assess their relative effectiveness and costs.

 

OBJECTIVES:

The study aims to explore various models of care for various categories of trafficking survivors (in-shelter and out-of-shelter, NGO-run or government run, etc.) in Thailand and elsewhere, which could be adapted to the Thailand context. The research will use international standards, regional obligations, and good practices as benchmarks for quality assistance. It will review services currently provided in Thailand to TIP victims, identify gaps and recommend care approaches to be considered by the Royal Thai Government as they are striving to make assistance better meet victim needs.

 

TASKS:

  1. Develop a detailed research design and timeline outlining proposed methodology, research questions and final report structure, paying particular attention to gender equity and social inclusion
  2. Conduct desk research and interviews with key informants to summarize the current model of assistance provision in Thailand and assess its effectiveness and existing gaps.
  3. Review current international, regional and national norms and policies guiding victim service provision.
  4. Identify and outline alternative models of care and emerging best practices in the region and beyond, specifying pros and cons of each approach, including associated costs.
  5. Provide conclusions and recommendations as to legal/policy/procedural and other changes to improve Thailand’s service provision and compliance with international standards and best practices.

QUALIFICATIONS:

The Researcher should meet the following minimum requirements:

  • Advanced degree or a combination of bachelor’s degree with work experience in social work, human rights, gender, human trafficking, or other related fields;
  • Experience in providing services to individuals and families in a social work field e.g. trafficking, gender-based violence, child protection, disability etc. preferred strong research and analytical skills with a proven ability to publish concise, focused and easily understood research reports;
  • Proven ability to work independently to produce high quality deliverables under tight deadlines;
  • Excellent interpersonal communication skills and able to demonstrate respect for people with diversity;
  • Proficiency in written English.
