POSITION TITLE:                    Finance and Accounting Manager

LOCATION:                              Bangkok, Thailand

REPORTS TO:                          Chief of Party, USAID Thailand CTIP

Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. By linking local individuals and communities with new ideas and technology, Winrock is increasing long-term productivity, equity, and responsible resource management to benefit the poor and disadvantaged of the world.

The Finance and Accounting Manager will be responsible for managing and overseeing the financial and accounting functions of the multi-projects for WI Thailand.  S/he will ensure that WI financial policies and procedures are implemented and followed in the assigned areas. 

 

ESSENTIAL RESPONSIBILITIES:

  • Effectively manage all accounting and financial functions of the projects.
  • Ensure program compliance with local laws, USAID regulations, and Winrock policies
  • Develop process for effective budget planning, expenditures monitoring and variance analysis.
  • Oversee monthly requests for funds, based on budget and cash flow projections.
  • Oversee preparation and submission of the monthly financial expenditure reports
  • Review vouchers for expenditures to ensure that expenses are reasonable, allowable and allocable to the project.
  • Supervise accounting staff.
  • Provides capacity building in aspects related to compliance, accounting and finance to staff and subrecipients.
  • Liaise with WI headquarters and regional finance support.

 

QUALIFICATIONS:

  • University degree in accounting, finance, or relevant field.
  • At least10 years of experience in an accounting role, overseeing project finance and accounting of donor-funded programs (USAID experience preferred)
  • Excellent computer software skills in MS Excel, Word, and accounting software (QBs accounting software is preferred)
  • Excellent communication skills, both oral and written with fluency in English required.
  • Knowledge of USAID policies and procedures preferred

 

Skills:     Excellent management, communication, and organization skills are essential. Strong analytical and computer skills, especially spreadsheet and financial analysis. 

 

Other:    Show initiative and be able to work with minimal supervision.

 

SALARY:

The annual salary will be commensurate with qualifications and experience. Excellent benefits.
