Supply Chain Solution Specialist (Urgently Required)
TBC is the main provider of food, shelter and other forms of support to approximately 100,000 refugees from Burma/Myanmar living in nine camps in western Thailand. TBC also provides support to Internally Displaced Persons (IDPs) and others affected by conflict in South East Burma/Myanmar. Now we are urgently seeking a qualified Supply Chain Solution Specialist.
Type of Employment/Location: Regular (Full time) / Bangkok
Key Responsibilities:
This is a great opportunity for a qualified Supply Chain professional to lead and manage the TBC Supply Chain & Logistics Work Unit as well as the roll out of an e-voucher Food Card pilot programme that utilises camp-based vendors in the supply of market goods for refugee’s basic needs. Your key responsibilities are:-
Leadership
- Provide guidance and oversight to Supply Chain and Logistics Work Unit.
Supply Chain & Logistics
- Develop strategies, systems and processes to enhance TBC’s operational excellence through purchasing and inventory management solutions including SOPs and operation metrics.
- Manage the Supply Chain and Logistics Work Unit to support the ongoing reporting and management of supply chain opportunities working between TBC and suppliers.
- Develop and implement the Supply Chain Strategy and Plan– evaluating opportunities to centralize on a macro-level approach in consideration of donors’ requirement as well.
- Monitor and improve/develop supply chain related processes and mechanism to support operational excellence and ensure compliance with donor requirements and statuary compliance.
- Partner closely with field coordinators and technical programme managers, focusing on improving service and avoiding a stock-out.
- Develop and mainstream industry best practices.
Food Card Pilot Programme
- Lead the implementation/roll out of Food Card Program which includes strategy, policy, governance and operating procedures.
- Conduct Food Card System readiness assessment, risk assessments, and market capacity assessment as well as appropriate vendor payment delivery methods based on available mechanisms in the camp locale.
- Ensure TBC’s Food Card Programme is compliant with standard operating procedures as well as with donor policies and recommended procedures (e.g. CALP) through regular and collaborative review.
- Chair and facilitate the TBC Food Card Working Group to develop knowledge base and utilize appropriate techniques.
Job Requirements:
- Bachelor degree or higher in related field
- 7-10 years of experience in supply chain management
- At least one year of experience in the design, implementation and follow-up of food card programme in a humanitarian context is a plus
- Experience working with complaints and response mechanisms
- Experience in dealing with Thai local authorities a bonus
- Experience from commercial sector is advantageous
- Possess strategic thinking and project management skill
- Proven ability to analyze high quantity of data
- Proven ability to conduct assessments and prepare reports and proposals
- Evidence of good interpersonal and communication skills
- Proven networking skills with ability to work as a team and independently
- Ability to travel to upcountry Thailand upon notice or as required
- Fluency in written and spoken English
- Thai nationality with proficiency in English are strongly encouraged to apply.
