Position:             Accounts and Sub-Grants Manager

Location:            Mae Sot, Thailand

Type:                   Full-Time, Temporary (February to August 2017, with possibility of extension)

Starting Date:      27 February 2017

Salary:                 Commensurate on experience (Local hire)

Reports to:          HQ-Based Program Officer and Country Director

 

Description

World Education (WE) has worked in the Thailand-Myanmar border region for 15 years, improving access to and quality of education for displaced persons from Myanmar living on both sides of the border. During that time, World Education has supported curriculum development, special education, youth leadership programs, teacher training, vocational education, and organizational capacity building with local partner organizations.

World Education is implementing the education component of the USAID-funded Project for Local Empowerment (PLE) with partners the International Rescue Committee (IRC), the Border Consortium (TBC) and Mae Tao Clinic (MTC). PLE focuses on providing multi-faceted support to a wide range of local education service providers including working with partners in the temporary shelters and migrant communities in Thailand as well as ethnic minority partners operating in Southeast Myanmar.

The Accounts and Sub-Grants Manager will be based in Mae Sot, Thailand and will oversee the sub-grants of 8 partner organizations, as well as provide them with capacity building support. The Accounts and Sub-Grants Manager will also oversee the budget for the Mae Sot office, in Coordination with the Head of Finance in Yangon and the US-based Program Officer, as well as the Country Director. The position is funded for seven months, with the possibility of extension.

Core Responsibilities

  • Prepare Thailand sub-grant modification for CBOs, and review all Thailand sub grantee budgets and expenses spreadsheets
  • Check all supporting documentation, budget and expenses, and financial reports for sub-grantees
  • Carry out financial assessment with Thailand sub-grantees, and set Organizational Development (OD) Objectives, in cooperation with the focal points, and Country Director
  • Carry out OD interventions and/or coordinate with others to ensure OD tasks are carried out and that OD interventions are well documented and receive follow-up support
  • Write a quarterly update on any Financial OD tasks
  • Check monthly vouchers and close monthly accounts before passing to Boston office
  • Follow up on WE staff advances for liquidation every month, and manage daily banking requirements
  • Reply to voucher questions from Boston office and assist with audits as needed
  • Prepare payroll, and liability accounts and monthly and annual tax submission to Thai Revenue Department
  • When Finance Assistant is absence handle office cash box and petty cash
  • Update monthly monitoring sheets for Thailand office

 

 

Skills & Qualifications

  • Degree or Diploma in Finance Administration and/or Business Administration with emphasis on accounting or extensive work experience in finance
  • At least 5 years’ experience in finance administration
  • Experienced in accounting for NGOs, with a strong understanding of donor compliance, procurement procedures and grant management, with experience of USAID funding highly desirable
  • Experienced in the use of Quickbooks, or similar accounting software, as well as with Excel and word.
  • Experienced in sub-grant management and ability to assess, train and mentor others in basic accounting skills and compliance
  • Highly organized with strong attention to detail
  • Knowledge of internal and external audit procedures and a strong knowledge of financial controls
  • Excellent communication and interpersonal skills; ability to work across teams and cross-culturally and to meet and motivate others to meet deadlines
  • Excellent Thai language and strong English skills, both spoken and written (Myanmar/Karen language skills an asset)
  • Ability to work independently and on own initiative
