Terms of Reference (ToR) of

Consultant/Contract Service for Layout Design for

GIRLS Without Fear Project’s Branding Materials

 

1. Introduction 

Plan International is an international child and youth development organisation dedicated to promoting the realisation of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. We strive to advance children’s rights and equality for girls all over the world. As an independent development and humanitarian organisation, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. For over 80 years, we have been building powerful partnerships for children, and we are active in over 75 countries.

 

Plan International Thailand is implementing GIRLS Without Fear, a project aimed at strengthening adolescents’ digital well-being, online safety, and prevention of gender-based violence (GBV) in digital spaces. GIRLS without Fears, funded by the European Union, collaborated under partnership with Internet Foundation for the Development of Thailand, has the Overall Objective to promote the fulfilment of Thai children and youth’s digital rights in inclusive, safe and gender/age-responsive online spaces in line with the UN Child Rights Convention. The specific objective is to strengthen systems and frameworks that promote safe and equitable engagement of Thai children and youth in online spaces in 5 provinces in Thailand, namely Chiang Rai, Khon Kaen, Bangkok, Ratchaburi, and Phuket. This objective takes a systemic and human rights-based approach by bringing together rights holders and duty bearers to address a common goal that impacts society and the future of Thailand’s new generation. It supports Thailand’s governance and development process, respecting human rights and democratic principles, with a view to the achievement of the Sustainable Development Goals (SDGs). 

 

2. Objective of the TOR

The objective of this consultancy is to design a set of high-quality, visually engaging, and youth-friendly Information, Education, and Communication (IEC) materials as part of the project’s communication and awareness-raising strategy. The materials will be produced/disseminated to support learning, advocacy, and community engagement by effectively communicating key messages on digital safety, online abuse, and gender-based violence in an accessible and engaging manner across multiple formats.

 

3. The Scope of Work

The consultant/s will be responsible for the graphic design of artworks for the GIRLS Without Fear project, Plan International Thailand. The consultant/s will work closely with the Communication Specialist and Project Implementing Partners under the supervision of the GIRLS Without Fear Project Manager to carry out the following tasks:

*The six content materials may share the same core information and visual design, but must be adapted into two different format sizes (roll-up and infographic).

 

The IEC materials shall be designed to be youth-friendly, culturally appropriate, gender-sensitive, and inclusive, ensuring clarity and accessibility for diverse target audiences. The consultant will incorporate feedback from the project team and undertake revisions as required to ensure the quality and accuracy of the outputs. All final deliverables shall be produced in both print-ready and digital formats in accordance with agreed technical specifications.

 

All design outputs developed under this consultancy shall be subject to review and approval by Plan International Thailand and the European Union (EU), where required. Final deliverables may only be considered complete upon receiving formal approval from the EU, in line with donor visibility and communication guidelines.

 

The initial brief meeting will be organised by the GIRLS Without Fear Project Manager, Plan International Thailand, to provide information and a brief concept of materials, as well as the branding guideline policy of the European Union, to the selected Consultant(s) after contract signing.

The timeframe of publication/production for promotional materials, as specified in section 3. The scope of Work will be approximately 6 weeks.

 

5. Payment 

  • First payment equal to 30% of the total fees shall be made after approval of the initial concepts of all IEC materials.
  • Final Payment of the remaining balance shall be made at the delivery date. 

 

6. Qualification & Experiencess

  • Proven experience in graphic design, particularly for IEC or advocacy materials
  • Strong portfolio demonstrating infographic and print design (e.g., roll-up banners, posters)
  • Experience working with development organisations, NGOs, or youth-focused projects
  • Understanding of gender-sensitive and child-friendly communication is an asset
  • Proficiency in design software (Adobe Illustrator, Photoshop, InDesign, or equivalent)

 

7. Reporting and Coordination

The consultant will report to the GIRLS Without Fear Project Manager and Communications Specialist of Plan International Thailand and work closely with the project partners and technical team to ensure content accuracy and relevance.

 

8. Ownership and Copyright

All final outputs and materials developed under this consultancy will remain the property of Plan International Thailand. The consultant may not use or reproduce the materials without prior written consent.
