Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Job Overview/Summary:
Reporting to the IT Coordinator will provide quality support services and technical support of IT service functions for all IRC Thailand – Bangkok (BKK) and Chatpawai (CPW), including responsible for assisting and facilitating the installation, configuration, staff training and operations of IT activities in the IRC project offices. The IT Officer ensures the operation of efficient and effective communication, IT Hardware/Software systems and services for both IPD-RSC Bangkok and CPW (Ratchaburi) Field Offices. Particular emphasis is placed on communication, computer networks (internet, email and office LANs) and maintenance of all computers , Servers and office equipments.
Major Responsibilities:
IT Support Duties
- Day-to-day provide supporting all users in Central Area both IPD-RSC Bangkok and Chatpawai by Phone/remote/onsite support.
- Administering computer operating systems, networking such as Switching, Wireless Access points, Printers.
- Day to day checking and documentations in system log monitoring, backup and restore tracking.
- Builds and maintain Network, System and application documentations.
- Install of information systems both hardware and software in collaboration with the IT Coordinator to ensure compatibility with existing systems.
- Maintain new intra-office applications and groupware suites for office connectivity and productivity.
- Work in conjunction with the IT Coordinator in the testing of new software or systems schema prior to deployment.
- Maintain internet connectivity and computer hardware to be compliant with IRC minimum standards in a timely manner.
- Maintain and monitor both IPD-RSC Bangkok and Chatpawai office computer systems including with resolving computer problems and e-mail issues.
- Assist with the upgrading and/or replacing computerized parts to maximize efficiency of office computers for program support
- Maintain the proper storage of inactive IT assets (computers, printers, UPS’, etc).
- Install latest virus data files, de-fragment computer hard drives and re-install damaged software, etc. by consulting from IT Coordinator.
- Monitor computer and virus alerts and quickly notify all staff and the IT Coordinator of any viruses that may cause potential damage to computer hardware/ software or stored files
- Respond to ensure all staff in both IPD-RSC Bangkok and Chatpawai offices complete regular antivirus scans and file backups on a regular basis.
- Provide training and orientation for new staff on IT, network and equipment usage and office network systems, protocols and policies.
- Regularly do back-up program files saved onto public servers or other media, if available and do monitoring public and shared servers systems to ensure continuous access to all files and rapid resolution of any access problems.
- Other duties and delegation by IT Coordinator.
Common Duties
- Attend and participate in trainings identified/organized by IT Coordinator and any trainings from HQ.
- Follow any new procedures and guidelines designated in circulars from IT Coordinator.
- Keep abreast of communication, technology and network developments and apply this knowledge to improve Hardware systems both IPD-RSC Bangkok and Chatpawai offices.

Internal: Program team, Finance team, HR & SC teams, RSC – Bangkok staffs, related fields staff, etc.
External: Regional ICT Coordinator – ACME & HQ
Job Requirements:
Education: Degree in Computer Science, Computer Engineering, Information Technology Management or equivalent field
Work Experience:
- 0 - 3 years experience in IT (preferably with NGO or private company)
- Strong troubleshooting abilities, especially in networking, MS Applications and MS Operating Systems
- Strong hardware deployment/repairing skills
- Spoken and written English a must
- Knowledge with Microsoft Server 2008/2012 and Active Directory
- Knowledge of all major networking protocols, including LDAP DNS & DHCP deployment/maintenance
- Communication skills and service mind.
- Flexibility and ability to work under pressure
- Adaptability for working in a multi-cultural environment
- Computer imaging skills required.
Demonstrated Skills and Competencies:
- Customer & Client centre and service oriented mind & attitude, and ability to work independently under pressure.
- Proven ability to plan short-long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.
- Strong diplomacy and collaboration skills in establishing positive working relationships with level management and IRC staff to maximize cooperation and productivity.
- Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
Language Skills: Excellent in English communication of speaking, listening and writing
Computer Skill: Very strong proficiency in Microsoft Office (Excel, Word, Power Point, Access)
Working Environment: Based in Bangkok office, occasionally required to travel to field offices and joined with IT conference and workshop, if required.
