Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
The IRC has commenced the USAID-funded Project for Local Empowerment, which works to build the technical, management, and leadership capacities of community-based organization (CBO) partners to deliver efficient and effective health, education, legal, and women’s protection services, and distribute food and cash transfers, for migrants and refugees living in six provinces and nine camps in Thailand, as well as for IDPs living in four states and two regions in eastern Burma. PLE also directly addresses capacity development for CBOs’ staff in Thailand and Eastern Burma through the university certified courses.
Job Overview/Summary: The Senior Officer Partner Development Trainer will work closely with PD Coordinator and Senior Officer Partner Development Finance Trainer and facilitate different training programs for CBOs together with GO and NGO Training partners, provide technical support on curriculum development, translation and teaching classes as necessary and follow up trainees for course quality control and mentoring support. Provide technical assistances to the facilitators, working closely with other sectors in IRC internally and make sure effective program implementation according to the work plan,.
Major Responsibilities:
- Be in selection committee to identify candidates (to increase capacity of CBOs according to IDF)
- Facilitate trainings together with GO and NGO training partners
- Provide technical support on curriculum development, translation
- Teaching classes (as necessary) to accommodate the candidate language needs and available times for study of the subjects
- Follow up trainees for course quality control and mentoring support,
- Teach preparation classes to ready for candidates to join academic training
- Feedback curriculum specialist to revises lesson sequence of course modules according to the students response
- Documentation of administrative procedure for Thai universities such as PYU, TCC, and KKU.
- Documentation of administrative procedure for OD support to partners
- Teaching and Facilitating certified OD courses as assign by Partner Development Coordinator
- Support and mentor candidates along their trainings
- Teach tutorial classes if necessary
- Organize the translation assistance if necessary
- Day to day management for training
- Prepare budgetary needs for teachers, students and course running
- Promote close coordination and integration with other project sectors
- Promote partner relationships based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion and transparency
- Promote the staged transfer of responsibility for project leadership and management to local partners over the life of the project
- Represent IRC and the project professionally and competently at all times
- To perform other duties as requested

Job Requirements:
Education: Dip/Bachelor in Education or similar degree in development, business.
Work Experience:
- Understand Thai/International Health or Education system
- Minimum 3 years experience in relevant professional work experience , field work and with different partners coordination
- Experience in planning, implementing, monitoring and evaluating joint project between GO, NGO and CBO in complex, conflict, culturally diverse settings and conducting training in Thai Burma border
Demonstrated Skills and Competencies: Fluency in English and Thai or Burmese and Karen language skills prefer.
Working Environment: Understanding of the situation along the Thailand- Myanmar/Burma border and standard office work environment is necessary: for example, intermittent internet connections, electricity, and amenities.
