1. Who We Are
International Justice Mission (IJM) is a global organization that protects people in poverty from violence. IJM partners with local authorities in 33 program offices across 18 countries to combat slavery, violence against women and children, among other forms of violence. Our teams work side-by-side with local authorities and governments to protect and restore survivors, hold perpetrators accountable in local courts, and strengthen justice systems. IJM’s programming is based on the theory of change that strengthening justice systems to enforce the law deters criminals and protects people from violence. IJM and our partners are helping local authorities protect more than 500 million people globally from violence.
2. Project Background
In April 2025, IJM Thailand launched a KOICA (Korea International Cooperation Agency)-funded initiative aimed at strengthening the capacity of the justice system actors in Thailand to increase protection and prosecution in cases of forced labour and labour trafficking.
The project of Strengthening Capacity of the Justice System Actors in Thailand for Increase Protection and Prosecution in Slavery and Trafficking in Persons, aims to 1) to support the Thai Government in implementing its existing policies and plans for these vulnerable workers, and in engaging other stakeholders (e.g. CSOs, survivor leaders, employers and other private sector actors) to ensure that gaps in the system are discussed and addressed, and 2) empower right holders (in this case vulnerable migrant workers) to claim their rights.
3. Scope and Objectives
The purpose of this consultancy is to support the project’s effort to collect data for the project endline study with Burmese migrant workers in the provinces of Pathum Thani and Samut Sakhon.
The primary stakeholder for this consultancy is IJM Thailand and Labour Protection Network (LPN) team working to strengthen Public Justice Systems (PJS) and mobilize and engage migrant communities in justice system strengthening projects in in Thailand. However, the consultancy outputs will be shared more broadly among IJM’s other programs and with external stakeholders as appropriate.
4. Key Responsibilities, Deliverables, and Timeline
Key responsibilities and areas of work are as follows:
1. Conduct field data collection with Burmese migrant workers in Pathum Thani and Samut Sakhon provinces using IJM’s designed data collection tools during project implementation events such as, but not limited to, in-person trainings for migrant workers, community engagement activities, etc.
The Consultant shall recruit and supervise 1–2 junior Burmese-speaking enumerators to support data collection and ensure timely delivery of all outputs in accordance with the project timeline.
a. The data collection tools are available in English and Burmese.
b. One survey interview should be completed within 15-20 minutes, depending on the survey participants’answers.
2. Interview Burmese migrant workers and complete 96 valid responses to IJM team for final data validation. However, the Consultant is not required to conduct data analysis, as it will be conducted by the IJM team.

The Consultant may complete the services before the proposed timeline if all deliverables can be completed earlier.

Interested candidates may express their interest in a written response in English to this TOR through email detailing qualifications, experience of providing similar and estimated costs. The application should contain:
1. Cover letter (no longer than one page) explaining the qualifications, experience, and competence of the interested party for this project.
2. Resume or CV of the Consultant.
a. Please note that resumes or CVs of the field enumerators shall be submitted after the Consultant is selected.
3. Consultancy fee + an estimate of all the other costs of carrying out the assignment.
a. The total fee agreed for this consultancy is inclusive of applicable tax deductions and all costs necessary to conduct the study from start to finish, including, but not limited to, travel and meal expenses.
