Terms of Reference

 

Post Title:                        Human Resources Assistant

Type of Appointment:   Fixed – Term Appointment (GS-5)

Organizational Unit:      UNDP Bangkok Regional Hub

Remuneration:               Starting Baht 717,305 net per annum

Duration of Contract:   1 year (Renewable subject to good performance and availability of funds)

Duty Station:                  Bangkok, Thailand

 

 

 

Background:

 

The Regional Bureau for Asia and the Pacific established the Bangkok Regional Hub as well as the multi-disciplinary Pacific Centre in Suva with a focus on the Pacific Islands. The main priority of the Regional Hub is to provide UNDP Country Offices in Asia and the Pacific with easy access to knowledge through high quality advisory services based on global applied research and UNDP lessons learnt. The second priority is to build partnerships and promote regional capacity building initiatives, which allow UNDP, governments and other development partners to identify, create and share knowledge relevant to solving urgent development challenges.

 

Under the overall Direction of the HR Specialist and direct supervision of the HR Analyst, the HR Assistant works in close collaboration with the TST and MAST staff in BRH and other UN agencies staff to exchange information and ensure consistent service delivery.

 

Duties and Responsibilities:

Ensures implementation of HR strategies through:

Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies;

Input to BRH business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.

Implements HR services through:

Provides advice on appropriate use of different contract modalities, their benefits and entitlements;

Acts as focal point for recruitment, benefit and entitlements of Service Contract and processes SC monthly salary payments;

Processes applications for vacancies, including preparing and maintaining case files for candidates, ensuring and monitoring the transfer of candidate files between offices, arranges for exams and interviews;

Assists in the evaluation and screening of candidate applications;

Assists in filling of posts, including initiating and following up on reference check and academic qualifications, preparing relevant documentation required for recruitment related meetings, calculating salaries and related benefits, and preparing and dispatching offers of appointment;

Prepares contracts (Fixed-term, Service Contracts) and processes necessary documents of benefits for hew hires;

Maintains vacancy announcement files and tracks status of vacancy announcements;

Maintains proper filing system for HR records and documents;

Performs HR Administrator role in Atlas by entering data of new staff, setting up vendors, tracking contract extension and within-grade increments, updating personal information, processing special leave without pay and separation;

Tracks contract expirations and within-grade salary increments (Fixed-term and Service Contracts;

Processes clearances and necessary documents for separation;

Provides information for cost-recovery for HR services provided by UNDP to other units or Agencies;

Assists in processing requisition and record of leave and absence of local staff.

Provides general HR related support through:

Drafts and/or processes a variety of correspondence and other communications;

Undertakes research on a range of HR related issues and assists in preparation of notes/reports;

Assists in preparation of necessary documentation for distribution to various offices, departments and overseas offices;

Provides guidance/training to less experienced staff.

Ensures facilitation of knowledge building and knowledge sharing in BRH through:

Participation in training for the operations/programme/projects staff on HR issues;

Synthesis of lessons learnt and best practices in HR;

Sound contributions to knowledge networks and communities of practice.

Qualifications:

 

Education:

Secondary Education with specialized certification in HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement.

 

Experience:

5 years of progressively responsible HR and/or administrative experience is required at the national or international level;

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management systems.

 

Language requirement:

Fluency in the English and Thai.
