The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to appoint a:

Title:               Project Manager, Building Urban Resilience in SEA (Based in Bangkok, Thailand)

Reports to:     Disaster Risk Management  (DRM) Manager

Organizational background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The Organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Building on Strategy 2020, the International Federation secretariat coordinates and supports the collective efforts of the International Federation membership to better address the increasing number of humanitarian challenges in the world.

IFRC/Country Cluster Support Team (CCST) has developed the Operational plan for 2016 in line with the overall strategic direction of the IFRC’s 8 Areas of Focus and 4 Strategies for Implementation of the plan and Budget 2016 – 2020. 

“Building urban resilience in Southeast Asia” is the ECHO supported project. The project aims to build resilience in 12 high-risk urban areas of: Serei  Saophoan District (city area) of Cambodia; Vientiane of Lao PDR; Quezon City of the Philippines; and Quy Nhon City of Viet Nam.  This is a consortium project and the IFRC as the   contract holder is responsible for the overall management of the project (incl. contractual issues), while the in-country consortium members such as Finnish RC, German RC and Spanish RC manage country specific program implementation and administrative issues in  line with the agreement between IFRC and respective consortium members. 

IFRC is responsible for the regional and Lao Components whereas Finnish Red Cross is responsible for Cambodia; German Red Cross for Vietnam and Spanish Red Cross for Philippines along with respective host National Societies such as Cambodia Red Cross; Lao Red Cross; Philippines Red Cross and Vietnam Red Cross.   

Job purpose:
“Building urban resilience in Southeast Asia” is an eighteen months long project starting from June 2016. The expected results of the project  are:
1.    Children and youth are more resilient to disasters and have a safe and secure learning environment in 11 urban public schools in Cambodia (3) and the Philippines (8), through improved Red Cross contributions to the ASEAN Safe School Initiative (ASSI).
2.    Innovative public awareness and public education (PAPE) for DRR, targeting identified vulnerable groups brings about positive, safer behaviour, improved preparedness and social change in 12 at-risk urban and peri-urban areas, of four countries
3.    Increased capacity of local government authorities and Red Cross for disaster preparedness and response in 11 at-risk urban and peri-urban areas, in Cambodia, the Philippines and Viet Nam
4.    Project stakeholders in Southeast Asian countries improve urban disaster risk management (DRM), informed by regional cross-learning and sharing events.

This position is responsible to facilitate, manage, and coordinate this project implementation to meet the above results in line with the agreement between ECHO and IFRC as well as agreements between IFRC and Finnish RC; IFRC and German RC; and IFRC and Spanish RC under the guidance of line manager. 

Job duties and responsibilities
Disaster Risk Reduction
•    Share IFRC modules, guidelines, framework and risk reduction education materials such as comic, posters, leaflets and games to the partners of this project which can help to implement this project. 
•    Design and organize workshops/trainings of the DIPECHO project at multi country level. The activities could be funded by the project or co-funded by IFRC. 
•    Support Partners National Societies (Finnish Red Cross, German Red Cross and Spanish Red Cross) as needed to implement the activities at country level particularly in Cambodia, Philippines and Vietnam.
•    Responsible to implement the DIPECHO activities in Lao PDR/Lao Red Cross from IFRC side. Ensure the coordination with DIPECHO partners in Lao PDR.

Coordination
•    Facilitate smooth coordination for regional and cross-regional exchanges, peer-to-peer learning.
•    Liaise with focal points of this project of Partner National Societies (Finnish Red Cross, German Red Cross and Spanish Red Cross) and Federation offices throughout the project. This includes the establishment of an effective communication system to monitor the progress and documentation of key lessons learnt.
•    Coordinate regularly with other regional units for resource and knowledge sharing. 
•    Maintain regular contact with ECHO representatives at regional level during the implementation of the project.
•    Coordinate closely with RCRC DIPECHO projects implemented in the SEA, as well as with other relevant ECHO – DIPECHO projects /partners in the SEA.

Management
•    Responsibility for the overall management and implementation of the project.
•    Prepare necessary agreement  with project partners at the beginning of the project, coordinating with related departments within IFRC (such as finance and legal) 
•    Financial monitoring and control of the project budget ensuring eligibility of costs charged to ECHO.
•    Support National Societies and Federation offices in conducting field missions related to various activities implementation under the DIPECHO project. 
•    Support other staff involved in the project by providing assistance and guidance where necessary and appropriate.
•    Organize four reviews meeting as per the provision in project document and share the meeting notes. 
•    Manage the consultant for the “Capitalization of more than a decade contribution of DIPECHO in SEA”. This includes finalization of ToR, recruitment, coordinating with DIPECHO partners, organise the workshop and final report. This also includes coordination with ECHO Regional Office in order to identify the DIPECHO partners in SEA.
•    Prepare a communication plan for the project based on ECHO’s requirement and ensure its implementation, through the IFRC communication department and Partner National Society focal points.

Reporting, lessons learnt and knowledge sharing
•    Develop Case Studies (at least three) to capture the key learning of the project implementation focusing on awareness rising; school safety and risks mapping activities in urban context. 
•    In cooperation with the other colleagues, identify valuable experiences, promote and share good practices and lessons learned within the Movement but also with external stakeholders through monthly updates and the online library.
•    Responsible for the monitoring, evaluation, and reporting of the DIPECHO project implementation as per agreement between IFRC and ECHO.
•    Carry out the specific tasks as instructed by your line manager and the Head of the CCST (Country Cluster Support Team) in Bangkok.

Qualifications, experience and skills required: 
•    University degree or higher, preferably social science such as emergency management or related field or/and general management
•    Training in disaster management, disaster risk reduction
•    Over five years’ experience of working in project/project management and implementation especially assisted by international organization or INGO.
•    Over three years’ experience of working with disaster risk reduction, community based projects, participatory methods as manager
•    Experience of working for the Red Cross/Red Crescent
•    Experience of writing project proposals,  fundraising and in donor relationship building
•    Sound experience in resource management , planning, reporting
•    Good understanding of disaster management in SEA Region
•    Strong skill in coordination, oral and written communication
•    Knowledge of RC/RC disaster management, standard and system
•    Good computer skills
•    Fluently spoken and written English
