Cardno Emerging Markets is looking for an enthusiastic and committed TIP Adviser in Myanmar for the Australia-Asia Program to Combat Trafficking in Persons (AAPTIP).
The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.
AAPTIP builds on the experience and established partnerships developed through two predecessor projects, Asia Regional Cooperation to Prevent People Trafficking (ARCPPT: 2003-2006) and the Asia Regional Trafficking in Persons Project (ARTIP: 2006-2013), both of which were managed by Cardno. AAPTIP will continue the focus on the prosecution pillar of anti-trafficking.
The overall goal of AAPTIP is to reduce the incentives and opportunities for trafficking of persons in the ASEAN region. AAPTIP will operate at both the regional and national level and will provide support to the Association of South East Asian Nations (ASEAN) by working with the ASEAN Secretariat (ASEC); Regional Bodies in the domain of anti-human trafficking; and with individual Partner Countries - Indonesia, Thailand, Myanmar, Cambodia, Lao PDR, Vietnam and the Philippines. AAPTIP will consolidate regional and national capacity to sustain effective criminal justice contributions to tackle trafficking in persons.
Summary of Role
The primary role of the Trafficking in Persons Adviser is to support the implementation of AAPTIP in Myanmar in line with national priorities and regional developments. This will require the TIP Adviser to work closely with the International Adviser, the Myanmar Country Program Coordinator, and others in the AAPTIP team to implement key project activities related to developing the capacity of counterparts to respond to trafficking in persons cases in an ethical and effective manner. The role will involve providing strategic and operational advice to national counterparts and the AAPTIP team.
Specific Duties
Under the direction of the International Adviser, the Trafficking in Persons Adviser in Myanmar will:
> Liaise between AAPTIP and officials from Government of the Republic of the Union of Myanmar including the establishment and maintenance of excellent working relationships based on mutual accountability and respect;
> Ensure excellent two-way communications between AAPTIP advisers and Myanmar stakeholders to ensure mutual understanding and clear common objectives to achieve program results;
> Keep abreast with national and regional developments in the TIP sector;
> Provide strategic and technical advice to national counterparts and the AAPTIP personnel on effective strategies to implement the program;
> Provide in-country logistical support for regional Long-Term and Short-Term Regional Advisers, including for the organisation and delivery of workshops, training and other events facilitated by these advisers;
> Work jointly with implementing partners to ensure effective ongoing monitoring of AAPTIP supported initiatives;
> Support the ongoing risk assessment and management process to help ensure AAPTIP remains relevant, efficient and effective in delivering support to counterparts;
> Ensure compliance with DFAT core policies, including but not limited to Disability and Child Protection Policy; and
> Other duties as directed by the Country Program Coordinator and/or the International Adviser.
Core Competence Required
>Demonstrated basic understanding of the laws, policies and procedures that relate to the investigations, prosecution and adjudication of trafficking in persons cases in Myanmar;
>Demonstrated ability to liaise with senior criminal justice sector officials;
>Demonstrated understanding of the national human trafficking situation and the responses by key criminal justice sector institutions in Myanmar;
>Demonstrated basic understanding of development principles and how the development sector operates in Myanmar;
>Demonstrated ability to provide advice to management and counterparts;
>Demonstrated sound project planning and management skills, including supporting the preparation of results-focused annual work plans;
>Demonstrated project monitoring and reporting skills;
>Strong written and oral communication and interpersonal skills, including good written and oral English and Burmese language skills;
>Demonstrated understanding and appreciation of gender and human rights issues; and
>Competent information technology skills.
Qualifications
>A tertiary qualification in a relevant discipline. A qualification in a criminal justice field or international development is highly desirable.
>Demonstrated experience in working in the counter-trafficking in persons sector in Myanmar. Experience in supporting law enforcement, law officers or the judiciary would be highly valued.
>Experience in facilitating training to criminal justice officials.
>Experience in working for, or collaborating with, international agencies will be highly valued.
Position Status
This position is a locally engaged position.
Duration
Full-time (1-year contract with a 40 day probationary period and possibility of extension)
Location
Yangon with domestic travel as required.
