Objective
The Finance Officer is responsible for administering the accounting system, and applying adequate and appropriate internal controls to meet generally acceptable accounting standards. This position provides support to reviewing fund requests and financial reports of CBM-supported projects, and occasionally conducts financial audits of projects.
Structure of Authority:
The incumbent will report to the Operations Manager, based in Bangkok, Thailand
Main tasks
Administration
- Provide inputs into annual budget planning; and implement the approved budget by requesting International Office for quarterly release of funds, monitoring expenses against approved budgets, and periodically providing the senior leadership with budget status reports
- Administer the office’s accounting system ensuring the validity and the timely posting of financial transactions using Quickbooks
- Oversee the preparation of bank reconciliation on a monthly basis, ensuring timely recording and/or resolution of reconciling items
- Coordinate with CBM Offices and Member Associations on costs chargeable, or to seek reimbursement of funds advanced
- Review and evaluate annual financial reports of partners, and prepare the checklist (summary report of fund utilisation and savings) in collaboration with the programme officers
- Review and identify projects with red flags or financial issues, and coordinate with the concerned staff as appropriate
- Perform project audits; coordinate with programme officer and International Office on audit findings, NAV, and other financial matters
Additional Duties
- Serve as the main resource for the Office audits, and prepare all relevant information, reports, and schedule
- Maintain accounting files and ensure proper safekeeping of records
- Participate in systems development, and provide comments and recommendations on accounting policies and procedures
Professional Profile and Requirement
· A Certified Public Accountant would be advantage
· At least three years of relevant work experience in a supervisory capacity,
· At least two years of auditing experience
· Ability in preparing effective presentations and reports
· High degree of accountability and integrity
· Pro-activeness and resourcefulness
· Effectiveness at team work and interpersonal relationships
· Keen analytical skills
· Excellent organisational skills, and ability to deal with stress or pressure
· Fitness and willingness to travel
Languages
· English (professional proficiency)
Tools
· Good knowledge of MS Office (particularly advanced Excel skills)
· High degree of proficiency in Quickbooks (or an equivalent accounting software)
