TERMS OF REFERENCE

Title: Data Entry and Report Writing for Research Access to Justice for Community in Karen State

DURATION OF WORK:

Consultant work is basically aimed to complete within two months (May 2016 – June 2016). Once consultant is hired, s/he can consult with the PLE about tentative dates. Please, refer to proposed dates in ‘Deliverable’ session.

DESCRIPTION 

The Project for Local Empowerment (PLE) under International Rescue Committee (IRC) intends to assess to how justice system works, existing gaps and impediments in Karen resettlement areas in Karen state. The research is designed in two components-understanding of community perception on justice system and competency of legal service providers (including existing legal infrastructure) – in Karen state. With cooperation with Karen civil society groups, PLE supports to research three regions which are controlled by Karen ethnic armed group.

In past weeks, the research has been carried out to understand these mentioned two areas in Karen state. It means PLE has a hard data in hand, and is looking for a consultant who is expected to work on available data by conducting data entry, analysis, and report writing. The findings from research and recommendations will be used for further interventions in legal aspect through project design and strategic planning.

RESPONSIBILITIES

Scope of work

1. Develop data collection template: The consultant is requested to develop data collection template for the research with agreed by Protection team.

2. Complete data entry: The consultant is requested to entry data collect from field team to data collection template and clarify data to be ready for analysis and report writing.

3. Data analysis: facilitate data analysis process

4. Writing report: consultant is requested to work with KLAC research team to complete research report and prepare research result presentation in English.

Expected Deliverable

Qualification

·         Experienced in developing data template, data analysis, translation, and report writing

·         Experienced in translation: Karen (Sgaw) to English

·         Language skill: Karen (Skaw), English, Burmese

·         Good analytical skill and presentation skill will be an asset.

Payment Schedule 

Payment for this consultant will be made as following;

- First payment is 25% will be paid by completion of deliverable 1

- Second  payment is 25% will be paid by completion of deliverable 2

- Last payment is 50% will be paid by completion of deliverable 3

Remark: All payment will be made by bank transfer within after a week of each deliverable completed, unless otherwise candidate requests.
