Nature of the Consultancy:

The Project Coordinator will work with the IOM and UNHCR Representatives to coordinate content development with project partners and relevant stakeholders to adapt the detailed outline for the Bali Process training programme on Comprehensive Approaches for Addressing Irregular Movements by Sea: International Obligations, Standards and Good Practices into the following:

A Facilitators Guide on Addressing Irregular Movements of People by Sea, including instructions on preparation of training, facilitation techniques, and a slide-by-slide description of training, detailed case studies, group exercises, annexes containing appropriate resource documents, and detailed contextual information to accompany presentations; and

Participants Work Book and Resource Guide, including basic concepts, outline of each session, key concepts and contextual information for each presentation and group exercise, glossary of terms as well as an overview of the situation and challenges in the region.

 

Project to which the Consultancy is contributing:

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 48 members (countries and agencies), including the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR) . The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments’ representatives in consultation with UNHCR and IOM. 

 

In response to increasing concerns on irregular migration by sea in Bali Process member states, IOM and UNHCR under the auspices of the RSO will develop a Facilitator’s Guide and Participant Workbook for a training on Comprehensive Approaches for Addressing Irregular Movements by Sea: International Obligations, Standards and Available Tools in Bangkok, Thailand.  The primary project objective of the training is to contribute to building capacity of mid- and senior level government officials dealing with different aspects of irregular maritime movements including border officials, naval police, local authorities, port authorities, internal security officials etc., and legal/policy makers in the area of maritime law, protection and border management. The course will provide the necessary tools and expertise to improve government officials’ understanding of international law, including refugee and human rights law, as well as practical tools for migration management in relation to irregular movements by sea.

 

Tasks to be performed under this contract:

Under the supervision of the IOM and UNHCR Representatives, the Project Coordinator will support the delivery of the activities related to the development of Facilitators Guide and Participants Workbook for the Training: Comprehensive Approaches for Addressing Irregular Movements by Sea: International obligations, Standards and Good Practices.

 

The Consultant will be assigned the following tasks:

 

Coordinate with IOM, UNHCR, RSO and relevant stakeholders to develop content for a Facilitators Guide and Participants Workbook and Resource Guide;

Monitor project budget, prepare relevant donor reports in accordance with donor requirements and respond to any donor requests for information, as appropriate.

 Using the “outline for future training”, coordinate the development of material with resource persons, partners and stakeholders, to be inserted into the Facilitators Guide, Participants Workbook and Resource Guide. This includes; 14 Presentations (to take place over 5 days); detailed description and guidelines for conducting group exercises; glossary of key terms; annexes of key documents and reference materials; detailed cases studies to be utilised during group exercises; and any other supporting materials deemed to be appropriate;

Develop an annotated agenda outlining the objectives and substantive content of the training;

Provide research assistance to partners and relevant stakeholders. Assist in developing case studies and material for group exercises.

Provide guidance for the development of content for the Facilitators Guide and Participant’s Workbook to resource persons and relevant stakeholders; and

Review and finalise content for Facilitators Guide and Participant’s Workbook.

Hire relevant resource persons necessary for the development of the Facilitator’s Guide and Participants Workbook;

 

Tangible and measurable output of the work assignment: See below work plan

Phase 1: Coordinate with IOM, UNHCR, RSO, resource persons and other relevant stakeholders on the development of content for the Facilitators Guide and Participants Workbook, developing a first draft by 31 July, 2016.

Phase 2: Review, seek feedback from relevant stakeholders, and finalize Facilitators Guide and Participant Workbook by 30 September 2016.

Required Qualifications and Experience

Education

Master’s degree preferably in international law, political science, international relations or related field from accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

 

Experience

Experience in counter trafficking, labour migration, migration policy, law or related fields;

Experience in working with government agencies;

Excellent writing, communication and negotiation skills, and the ability to establish working relationships with governmental authorities, other national/international institutions and NGOs;

Familiarity with financial management;

Ability to prepare clear and concise reports;

Excellent analytical skills, including the ability to perform a variety of conceptual

analyses required for the development, implementation and evaluation of projects;

Ability to supervise staff;

Effective resource management skills;

Good level of computer literacy, including database application.

 

Languages

Fluency in English is required. Working knowledge of Thai is an advantage.
